Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) intends to issue a Cost-Plus-Fixed-Fee (CPFF) contract on a sole source basis to Hensoldt Incorporate located at 8614 Westwood Center Drive, Suite 550 in Vienna, VA 22182. This contract will provide In-Service Engineering and Life Cycle Sustainment for United States Navy Littoral Combat Ship (LCS) AN/SPS-75 and AN/SPS-80 radar systems.  These services include: engineering, technical, logistical, and material support.

NSWC PHD intends to award the contract pursuant to 10 U.S.C. 2304(c)(1). Full and open competition need not be provided for when the supplies or services required are available from only one responsible source, or only from a limited number of responsible sources and no other type of supplies or service will satisfy agency requirements.

Interested parties may identify their interest and capability to respond to the requirement or submit capability statements to Pamela Kibler, via e-mail to [email protected], with a copy sent to Joel Walor at [email protected] by 09:00 AM Eastern Standard Time (EST) on 22 March 2021. While this notice of intent is not a request for proposals, the Government will consider all capability statements received before the response date. A determination by the Government not to compete this proposed requirement based on received responses to this notice is solely within the discretion of the Government. The information received will be used for the sole purpose of determining whether or not a competitive procurement should be conducted.

The Government will not compensate any respondents of this synopsis for any information received or any costs incurred in preparing information for, participating in meetings with, or engaging in discussions with the Government.
