6/23/2021 - Amendment 02 to the solicitation is being posted to a copy of the DFARs Clause 252.227-7020, in response to question # 24, in Amendment 01.  

5/27/21 - Amendment 01 to the soliciation is being posted to provide responses to the industry's questions.  The responses are incorporated into the solication amendment document titled "HQ003421R0162 Amendment 01".  Attachment 02 Key Personnel Chart is likewise revised and provided here.

The USD(R&E) seeks a university business school or law schools with resident economics and intellectual property expertise to conduct an independent assessment of the Defense Advanced Research Projects Agency's and defense laboratories' contracting and intellectual property management policies and their effect on the commercialization of and innovation in dual-use technology.

NOTE: The RFP provides a Question and Answer period.  The questions are to be submitted via email.  Afterwards, the questions will be reviewed and the government will determine if an amendment to the solicitation will be required.
