BACKGROUND

The WHO has been continuously supporting the government to expand the service coverage through the EHSP, and has also been supporting MOH in the implementation of the Five Good One Satisfaction (5G1S) policy. One of the activities to implement this policy is the development of a regular facility-based quality assessment mechanism. The Ministry of Health (MoH) has developed and is about to approve quality standards for health care facilities. Meanwhile, the government has been conducting activities to improve the quality of RMNCAH (Reproductive, maternal, newborn, child and adolescent health) services with the support of WHO and other development partners since 2018. This activity not only assesses the quality of care in health facilities, but also support facility staff in developing their own action plans to improve the quality of care based upon the collected data and implementing those plans. The government plans to apply the modalities of quality improvement activities in RMNCAH services also in assessment activities for Five Good One Satisfaction (5G1S) policy implementation. The government is trying to design an assessment activity for hospital accreditation that integrates quality improvement activities for RMNCAH services. The consultant is expected to help the government design, test, and implement the hospital accreditation activity nationally.

 

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

To support MOH to conduct the assessment for hospital accreditation according to “Five Good One Satisfaction Policy

 

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

  • • Assist WHO and MoH to develop materials and documents necessary for the assessment of hospital accreditation
  • • Assist WHO and MoH to develop a data collection application into the national information system, DHIS2
  • • Assist WHO and MoH to field-test of the assessment for hospital accreditation using DHIS2 application in a selected province and build capacity of assessors on the assessment
  • • Assist WHO and MoH to roll out the assessment to selected provinces

 

METHODS TO CARRY OUT THE ACTIVITY

  • • Meet with the government counterparts and assist them in development of assessment plans, assessment tools, assessor training, and budgeting
  • • Work with the government counterparts to reflect the assessment tools into DHIS2
  • • Develop training materials and necessary documents including hospital accreditation handbook for healthcare facilities and for assessors
  • • Facilitate the trainings for assessors and for trainers on the assessment for hospital accreditation
  • • Support the data collection, analysis, action plan development and its implementation
  • • Support to aggregate facility data at the national level
  • • Support to write reports of assessment findings and activity reports
  • • Communicate with development partners supporting the government’s QHC activities
  • • Evaluate the process of the assessment activities for 5G1S policy
  • • Continuously communicate with the supervisor and the RMC team

 

QUALIFICATIONS & EXPERIENCE

EDUCATION

Essential:  

  • University degree in health-related areas                                                       

 

EXPERIENCE

Essential:

  • • Minimum of 5 years of working experience in RMNCH area

 

TECHNICAL SKILLS & KNOWLEDGE

  • • Basic knowledge in healthcare quality assessment
  • • Profound medical background on RMNCAH
  • • Profound knowledge in data compilation and data management
  • • Good knowledge in excel and / or a statistic software

 

LANGUAGES

  • • English is required

 

COMPETENCIES

  • • Communicating in a credible and effective way
  • • Producing results with quality on time
  • • Technical expertise

 

ADDITIONAL INFORMATION:

  • • Duration of contract is for 77 days (for period of 22 weeks) starting January 2022
  • • Remote work
