  REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES– INDIVIDUAL SELECTION)     Egypt Employer: Egyptian National Railways (ENR) Project: Railway Improvement and Safety for Egypt (RISE) Loan No.: IBRD-9209 Assignment Title: CONSULTANCY SERVICES FOR: PROCUREMENT ASSISTANCE TO ENR TO IMPLEMENT RISE PROJECT Reference No.: PROCUREMENT SUPPORT CONSULTANT   ICB Ref. No.: 324G8/494   The Egyptian National Railways,a public entity under the Ministry of Transport, has received financing from the World Bank toward the cost of the “Consultancy Services For: Procurement Assistance to ENR To implement RISE Project”.   ENR is the implementing agency of the Railway Improvement and Safety for Egypt Project. The project development objective is to improve safety and service quality of the railway services along the Alexandria-Cairo-Nagh Hammadi corridor. The Egyptian National Railways now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Education: (A University degree in accounting, business administration, strategic management, engineering, economics, law, or a related field.), Experience: (15+ years of similar procurement experience to the TOR and in the railway sector, preferably in projects financed by Multilateral Development Agencies), Language requirements: Fluency in written and spoken English.   The WB procurement regulations – fourth edition – Nov 2020 is applicable to this assignment. And the consultant will be selected in accordance with the individual selection method set out in the procurement regulations.     The objective of the Consultancy Services is to assist ENR in all project procurement activities which consist of: (i) Safety improvement works at stations, tracks, crossroads, and locomotives; (ii) Contract Management and Project Supervision Consultant for Cairo- Giza – Beni Suef; (iii) Technical Audit for Cairo- Giza – Beni Suef; (iv) Institutional development of ENR to allow introduction of PSO and Infrastructure Contracts; (v) Preparation of future projects (according to MoT preferences) and (vi) any new activity that ENR will add to the project procurement plan and approved by the world Bank.   The scope of the consultancy services is designed to support ENR in achieving the following objectives:- Finalize TORs for each activity. Development of bidding documents for each activity according to World Bank Procurement Regulations requirements. Incorporation of any additional, project-specific environmental, social and health and safety (ESHS) requirements into said bidding documents, to outline contractor’s/consultant's requirements in managing such ESHS risks and impacts in accordance with the World Bank Environmental and Social Framework (ESF). Such requirement to be provided by ENR for incorporation in the bidding documents   Assistance to ENR throughout procurement processes. Support to ENR with operational tasks such as bidders’ site visits preparation (if any), responses to  clarification questions, meetings with /proposers/bidders, Support with contract negotiations and award.   The assignment will be carried out under a lump-sum contract, and the total duration is estimated to 500 days for project duration, it is expected to start the assignment next July 2021.   Further information can be obtained at the address below during office hours [08:00 to 14:00 hours].   The deadline for submitting the Expressions of interest is [21 June 2021].[12:00 noon]   Egyptian National Railways Attn: Director of Needs Department Railways Compound, Fifth Floor, Above Shubra Tunnel, Cairo, Egypt Email: [email protected] & [email protected] & [email protected]       THE ARAB REPUBLIC OF EGYPT MINISTRY OF TRANSPORT CONSULTANCY SERVICES FOR: PROCUREMENT ASSISTANCE TO ENR TO IMPLMENT RISE PROJECT   TERMS OF REFERENCE   1.         Background The railway sector in Egypt is managed and operated by the Egyptian National Railways (ENR), a public undertaking subordinated to the Minister of Transport created by Law N° 152 of 1980. The total length of the network is 5,085 km; about 60% of the network is located in the Nile delta and along the Nile valley; other lines in the desert provide connections to iron ore and phosphate mines (see schematic map in annex). The network is very densely used (around 11 million traffic units per km of line on average). ENR is the implementing agency of the Railway Improvement and Safety for Egypt Project-P175137 (RISE). The project development objective (PDO) is to improve safety and service quality of the railway services along the Alexandria-Cairo-Nag Hammadi corridor. The project has three components: Component 1: Safe System Signaling Modernization: Subcomponent 1.1. (a) Upgrading of the railway signaling system along the Cairo-Giza-Beni Suef line, and consisting of: (i) an automatic block signaling system (on an open line); (ii) electronic interlocking systems (in stations); (iii) a level-crossing protection system; (iv) installation of additional automatic train control wayside equipment; and (v) track upgrades at priority stations for the safe functioning of the upgraded railway signaling system; and (b) retention money for Part 1.1 (a) immediately above (‘PBC Eligible Expenditure’). Subcomponent 1.2. Completion of upgrades of the railway signaling system along the Cairo-Alexandria line: including the Cairo-Benha/Arab El Raml; and Arab El Raml-Alexandria sections, the Beni Suef-Asyut line; and the Asyut-Sohag-Nag Hammadi lines commenced under the ENRRP, and consisting of: (a) an automatic block signaling system (on an open line); (b) electronic interlocking systems (in stations); (c) a level-crossing protection system; and (d) installation of additional automatic train control wayside equipment, all through the carrying out of works, provision of goods and consulting services for supervisory engineering. Subcomponent 1.3. Completion of track upgrades at priority stations for the safe functioning of the upgraded railway signaling system along the Alexandria-Arab El Raml; Beni Suef-Asyut; and Asyut-Nag Hammadi lines commenced under the ENRRP. Component 2: Safe System Asset Management Improvement: Subcomponent 2.1. Carrying out of the following safety improvement works at stations, tracks, crossroads, and on locomotives, namely: (a) upgrading critical infrastructure in railway stations so as to improve the safety of all rail users such as: physical improvements to platforms, station buildings and their environs; operationalization of separate, well-lit, stocked and secure toilets; improving existing surveillance systems; and improving reporting and enforcement mechanisms, all designed to improve the safety of all rail users; (b) upgrading level pedestrian and vehicular crossings (in coordination with signaling installation in Part 1); (c) upgrading visibility of railway assets such as improvements in lighting at stations and their environs as well as at level crossings together with improved visibility of rolling stock; (d) development of a railway asset management system with a view to improving the existing ENR system; (e) supporting the implementation of the safety management system including proper data management as well as safety and security protocols; and (f) provision of sensitivity training to security personnel on effective handling of sexual harassment and other complaints, and enhancing patrolling of platforms by well-trained personnel, all with a view to improving service delivery. Subcomponent 2.2. Implementing priority activities under the Stakeholder Engagement Plan with a view to strengthening stakeholder engagement, such as establishment and operationalization of user committees along the railway lines and development of a citizen’s charter. Component 3: Project Delivery, Institutional and Human Resource Development. Sub-component 3.1. Implementing the following Project-delivery activities: (a) financing of the project management consultant (PMC) for supervision, management, and monitoring of activities under Subcomponent 1.1. of the project; (b) financing of the owner’s engineer for supervision, management and monitoring of activities under Subcomponent 1.2. of the project; (c) financing of a technical audit, under terms of reference satisfactory to the Bank, of the implementation of activities under Subcomponent 1.1. of the project; (d) financing of a procurement support consultant and an external auditor for the project; and (e) undertaking a comprehensive assessment of ENR human resource policies and practices such as skills management and career development opportunities, development of the talent pipeline, and suitability of workplace facilities for men and women, all with a view to establishing equal employment and career advance opportunities for men and women.   Sub-component 3.2. Supporting institutional development of the railway sector through: (a) (i) undertaking a policy reform study under terms of reference satisfactory to the Bank, with a view to developing and operationalizing a Public Service Obligations Contract as well as a Multi-Annual Infrastructure Contract between the Borrower and ENR, all in form and substance satisfactory to the Bank; (ii) development of key performance indicators for said contracts in form and substance satisfactory to the Bank; and (iii) development of rolling business plans for each ENR unit including, inter alia, human resource training needs; and (b) supporting the preparation of priority public private partnerships investments in the transport sector such as dedicated freight lines, last mile railway infrastructure connectivity or right of way all through the carrying out of feasibility studies, carrying out of environmental and social impact assessments and preparation of detailed designs. 2. Objective of the Consultancy Services The objective of the Consultancy Services is to assist ENR in all project procurement activities which consist of: (i) Safety improvement works at stations, tracks, crossroads, and locomotives; (ii) Contract Management and Project Supervision Consultant for Cairo- Giza – Beni Suef; (iii) Technical Audit for Cairo- Giza – Beni Suef; (iv) Institutional development of ENR to allow introduction of PSO and Infrastructure Contracts; (v) Preparation of future projects (according to MoT preferences) and (vi) any new activity that ENR will add to the project procurement plan and approved by the world Bank. The scope of the consultancy services covered by these TORs is designed to support ENR in achieving the following objectives: Finalize TORs for each activity. Tasks to be performed by the Consultant The assignment will be carried out under a lump-sum contract   Process and manage all projects’ procurement activities according to the World Bank procurement regulations. Finalize the terms of references and process contracts and technical revisions of goods and consulting services. Organize the necessary announcements of tenders and prepare the invitations and Expression of Interests (EOI). Assist in tenders opening as well as assisting the evaluation committee in the preparation of the evaluation reports; and provide the necessary tools and assistance to carry out the evaluation. Review and prepare Procurement Documents such as RFBs, RFQs, REOI, BER, contracts, etc. and organize bid evaluation and award of contracts. Respond to the clarification questions in coordination with ENR Assist in the preparation of consultants’ terms of reference and administration of their contracts, including processing contract amendments. Work on updating the Project Procurement Strategy for Development (PPSD) as needed. Participate in meetings of technical committees of the project or team meetings in order to ensure the completion of the procurement activities. Prepare regular reports, showing the status of ongoing procurement, including a comparison of planned and actual dates of the procurement actions, including preparation of bidding documents, advertising, bidding, evaluation, contract award and completion time for each contract, in coordination with the project team.   4. Schedules and deliverables The Consultant is expected to begin working in maximum one week after the signature of the contract. The volume of work required to perform the above tasks is estimated to be 10 working days per month during the first year of project implementation and may will reviewed according to ENR needs. Total duration is estimated to 500 days for project duration, Deliverables must be of quality acceptable to ENR and WB, and comprise: A monthly progress report covering all tasks accomplished during the previous month with scheduled tasks for the coming month, submitted within 5 working days of end concerned month. REOI, TOR, procurement documents, bid evaluation report and contract for Contract Management and Project Supervision Consultant for Cairo- Giza – Beni Suef   REOI, TOR, procurement documents, bid evaluation report and contract for Technical Audit for Cairo- Giza – Beni Suef   TORs, procurement documents, bid evaluation reports and contracts for Safety improvement works at stations, tracks, crossroads, and locomotives   REOI, TOR, procurement documents, bid evaluation report and contract for Institutional development of ENR to allow introduction of PSO and Infrastructure Contract   REOI, TOR, procurement documents, bid evaluation report and contract for Preparation of future projects (according to MoT preferences) The reports shall be elaborated by the Consultant in English and shall be delivered in electronic format and in printed form (2 copies).   5 Payment Schedule (the following payment schedule is indicative and to be negotiated before the contract signature) The 1st payment: 20% of the contract price at delivery of all documents related to Task B, plus ENR approval and WB no objection to the documents, and signing the contract with the winning bidder. And satisfactory performance on the tasks described in point 3 The 2ndpayment: 20% of the contract price at delivery of all documents related to Task C, plus ENR approval and WB no objection to the documents, and signing the contract with the winning bidder. And satisfactory performance on the tasks described in point 3 The 4th payment: 20% of the contract price at delivery of all documents related to Task E, plus ENR approval and WB no objection to the documents, and signing the contract with the winning bidder. And satisfactory performance on the tasks described in point 3 The 5th payment: 20% of the contract price at delivery of all documents related to Task F, plus ENR approval and WB no objection to the documents, and signing the contract with the winning bidder. And satisfactory performance on the tasks described in point 3   The consultant will report and receive instructions from the PMU Director or any other person that will be agreed upon the contract signature.   The consultant must obligate to follow the taxes rules& procedures and legal instruction in Egypt     In case of contract extension, consultant’s performance should have been assessed as satisfactory by ENR and WB.           6 Required expertise   Education: A University degree in accounting, business administration, strategic management, engineering, economics, law, or a related field.
