REQUEST FOR EXPRESSIONS OF INTEREST CONSULTING SERVICES – FIRMS SELECTION Brazil BAHIA ROAD REHABILITATION AND MAINTENANCE PROJECT 2ND PHASE– PREMAR 2 World Bank Loan No.: 8580-BR   Services: Consultancy for the preparation of transport studies in urban areas of the Metropolitan Regions of Salvador and Feira de Santana, based on home origin and destination surveys, mobile phone data analysis, contour line surveys and crossing line surveys   Request for Expression of Interest- SMI No. 001/2021   On 05/31/2016, the State of Bahia signed a loan agreement with the International Bank for Reconstruction and Development (World Bank) for the implementation of the Bahia State Highway Restoration and Maintenance Program (PREMAR2), which is managed by the Secretariat Infrastructure (SEINFRA), planning to invest part of the proceeds of this loan in consulting services. The Program consists of five components. Component 1- Institutional Strengthening- aims to promote the improvement of SEINFRA's institutional capacity, through the provision of technical assistance, operational support and training. In this context, there is a need to define the current travel pattern in the road network of the Metropolitan Regions of Salvador and Feira de Santana, as well as the identification of future demand using transport demand forecast models. The results of such studies should be used to support future evaluations of alternative interventions in the road networks of these regions. They will also enable the assessment of the implementation of improvements in public transport systems. The consulting services ("the Services") described in this SMI include general programming for performing the Household Surveys, Mobile Phone Data Analysis, Boundary Line Surveys and Crossing Line Surveys; Development of Transport Models, Mobile Phone Data Analysis.  The minutes of the Term of Reference can be found at http://www.infraestrutura.ba.gov.br. The services will be performed during the period of 540 days.   SEINFRA invites eligible consultancy companies (“Consultancies”) to submit expressions of interest, with a view to providing consultancy services. Interested companies must demonstrate that they are qualified and have the relevant experience to perform the services. Expressions of interest should not exceed 50 pages in total. Criteria for establishing the short list include: (i) experience in developing Input-Output Matrix, Formulation of General Equilibrium Models; (ii) experience in the development of studies related to the survey and projections of demand for products, with analyzes and projections of economic and social indicators, with the preparation of a prospective economic and social scenario, and with economic and financial assessments of public investments; and (iii) experience in the preparation of Master Plans for Logistics and Transport, Transport Planning Studies and Systems, and Technical, Economic and Financial Feasibility Studies for Public Investments in Transport. The companies will be selected in accordance with the World Bank rules contained in the Guidelines for the Selection and Contracting of IBRD Loan Financed Consultants by World Bank Borrowers, January 2011 edition (“Consultancy Guidelines”), following the Selection method Based on Quality and Cost. Particular attention should be paid by interested consultants to paragraph 1.9 of the Guidelines, which defines the Bank's policy on Conflict of Interest. Consultancies can associate with other companies in the form of Consortia, with a view to improving their qualifications and / or experiences.
