Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Durch die Schwerpunktsetzung im Regierungsprogramm 2020-2024 zur Förderung von Aktiver Mobilität sind zusätzliche Leistungen für die Umsetzung der Gesamtkampagne Bewusstseinsbildung notwendig geworden. Im Programm klimaaktiv mobil Bewusstseinsbildung ist die nötige Kompetenz, Erfahrung und Vernetzung zu den relevanten Themen (zB zielgruppenspezifische Öffentlichkeitsarbeit) vorhanden, um den erhöhten Bewusstseinsbildung- und Kommunikationsbedarf abzudecken und die geeigneten Maßnahmen zu konzipieren und umzusetzen. Die Erbringung dieser zusätzlichen Leistungen im Rahmen der Bewusstseinsbildung ist daher jedenfalls zweckmäßig und zielfördernd, auch in Hinblick auf die Verschränkungen mit den sonstigen bewusstseinsbildenden Aktivitäten. Einen anderen Anbieter zu beauftragen steht in Widerspruch zum Ziel einer einheitlichen Kommunikationsstrategie, es wären zudem erhebliche Vorbereitungsarbeiten erforderlich und diese somit wirtschaftlich nicht tragbar.
