*** UNDP shall endeavour to provide such responses to clarifications in an expeditious manner, but any delay in such response shall not cause an obligation on the part of UNDP to extend the submission date of the Proposals, unless UNDP deems that such an extension is justified and necessary.

As a party to the UN Convention on Biological Diversity (CBD) since 1992, St. Vincent and the Grenadines (SVG) it is completing its sixth national report (6NR) for submission to the CBD Secretariat this year. The 6NR will detail the measures that have been undertaken in SVG towards achieving the Aichi Biodiversity Targets under the Global Strategic Plan for Biodiversity 2011-2020. It will also outline the challenges encountered in meeting targets and identify the actions necessary to move closer to those targets. Globally, the 6NRs are the last national reports to be considered by the Conference of Parties to the CBD before the expiration of the Global Strategic Plan in 2020 and therefore are the last opportunity for countries to help set the stage for a new global plan. They will also contribute to the development of the fifth edition of the Global Biodiversity Outlook (GBO5).

The Technical Consultant to the UNDP with responsibility for preparing the 6NR has noted that despite the good progress that St. Vincent and the Grenadines has made towards the achievement of the CBD’s Aichi Biodiversity Targets (the global targets) many of the key stakeholders were unaware/have low awareness of biological diversity and its importance to a healthy natural environment.

A communications strategy has been developed to accompany the Sixth National Report, and contains actions which could be adapted and expanded to form the basis of a broader national (inter-agency and cross-sectoral) biodiversity communications strategy. The objectives of the biodiversity communications strategy are:

  • To inform stakeholders and the general public about St. Vincent and the Grenadines’ implementation of the CBD and the Strategic Plan for Biodiversity, and about the country’s progress towards the Aichi Biodiversity Targets;

  • To highlight success stories and good practices as described in the 6NR;

  • To mobilise national, regional and international stakeholder support for and involvement in continued action to achieve the Aichi Biodiversity Targets;

  • To inform the public about the 6NR preparation process; and

  • To influence behaviour change congruent with biodiversity conservation and management in the selected target audiences.

The communications products developed under this consultancy will be used by the Sustainable Development Unit (SDU) and other members of the 6NR Steering Committee during the public launch of the 6NR and other communications events throughout the year. The SDU will be the clearing house for these materials and will be responsible for ensuring their effective utilization.
