The objective is to develop and deliver a specialised training programme for Commission staff on how to integrate the gender equality perspective into the EU budget (gender budgeting). In particular, the training programme shall equip the target audience with the necessary theoretical and applied knowledge to recognize relevant gender equality angles in EU policy initiatives, conduct gender analysis as well as to identify the data, objectives and indicators necessary to integrate such a gender equality perspective in the performance framework of the EU budget.

• Each training round will consist of two (2) sessions, taking place in two (2) consecutive weeks (three hours + four hours, respectively);

• In 2022 a maximum of five (5) training rounds will be held whereas in the next four consecutive years, two training rounds will be provided annually.

II.2.4)Description of the procurement:

The selected contractor will develop and deliver a training programme with the following features:

• A formal training programme that will be structured and organised, following a logical, business related flow that will reflect the EU funding programmes’ life cycle and will be documented in writing and will provide links to supporting documents and information;

• The training programme must be comprehensive and relevant for the EU budget. Namely, the training programme must be tailor-made to present the application of gender budgeting and gender mainstreaming to the EU budget in light of the latter’s institutional and legislative framework, provide a full understanding for staff working in all functions relevant for the application of gender budgeting and gender mainstreaming (staff negotiating programmes/strategic plans in the shared management; staff working in programming or budgetary units responsible for gender mainstreaming in the specific programme; equality coordinators), cover how these functions contribute to gender budgeting and gender mainstreaming, and correlate to the actual job tasks of the aforementioned target groups so that participants can receive training appropriate to their duties and demonstrate the application of gender budgeting and gender mainstreaming to case studies submitted by the participants;

• The training must be consistent and standardised in terms of the type and quality of training to all participants in different training rounds, the level of resources provided to participants regardless of the training delivery mode used in the individual training rounds (on site in Commission premises in Brussels/ virtual/ hybrid), the submission in advance of the training to DG BUDG of a written lesson plan for each training course and topic (module) and of the training material to be used, the possibility of review and modifications to take into account the results of the evaluation of the training programme by the participants throughout the training delivery process;

• The training programme must address the specificities of the entire range of EU budget management modes (i.e., direct management, indirect management, shared management) in the application of gender budgeting and gender mainstreaming (e.g. possibility to modify after the adoption of the legal base legal requirements on data availability; possibility to introduce gender equality clause in calls for tender and contracts, etc.);

• A balance of training media should be employed to facilitate adult learning habits and accommodate for varying levels of expertise. This multi-media approach should include: written instruction to trainers in the form of lesson outlines (syllabus), and narrative lesson plans in the Training Guide, Power Point presentations and training aids for each training module (included in the Training Guide), ‘hands-on’ training on the application of gender budgeting and gender mainstreaming using actual case scenarios, links to literature and other supporting material to facilitate self-paced learning;

• The presentations of all training sessions will be recorded by the trainers in advance of the training. In the recording, the trainers will present all the information that they intend to present to the participants in the classroom.

• Each training round will consist of two (2) sessions, taking place in two (2) consecutive weeks (three hours + four hours, respectively);

• In 2022 a maximum of five (5) training rounds will be held whereas in the next four consecutive years, two training rounds will be provided annually.
