II.2.4)Description of the procurement:

The General Secretariat of the Council of the European Union currently occupies three buildings located around the Schuman roundabout in 1040 Brussels, and also has a crèche for the use of the staff’s children located in 1030 Brussels.

These services will be provided on the basis of a framework comprising operational, administrative and technical measures in liaison with the General Secretariat of the Council of the European Union.

Services concern the following staff categories, as defined in the collective labour agreements of 30.10.2003, 8.11.2005 and 9.10.2009 relating to Joint Committee 317 for guard services:

— worker category SB = static agent (basic category; dog handlers);

— worker category SQ = qualified static agent (with or without arms);

— worker category SE = static agent (expert);

— worker category SBG = static agent (bodyguard);

— worker category BI = brigadier / team leader;

— employee third category A3;

— employee third category A4;

— employee scale OP3 = planning inspector, supervising inspector, dispatcher;

— employee scale OP1.B = receptionist / telephone operator-encoder.

Most of the services are for static guard services, covering around 85% of the number of positions.
