Bosnia and Herzegovina represented by the Ministry of Finance and Treasury and Republika Srpska represented by the Ministry of Finance of Republika Srpska has received a loan from the European Investment Bank (EIB) for financing the costs of the Project “Emergency Flood Relief and Prevention - A” (EIB No 2010 – 0479). This Invitation for Bidders relates to the Contract “Machinery, Vehicles and Equipment for Maintenance of Facilities in the Republika Srpska Flood Protection System” which shall be signed and implemented by Public Institution “Vode Srpske” (the Employer) and refers to bid no: EIB 2010-0479/TG33.

The Employer now invites sealed bids from eligible bidders for the Contract to be funded from the proceeds of the EIB loan.

The procurement includes:

Lot 1 – Vehicles (tractors, 10 pcs)

Lot 2 – Off-road vehicles (3 pcs) & mobile tank transport trailers (3 pcs).

Bidding will be conducted through the International Competitive Bidding procedures and is open to all eligible bidders

There are no eligibility restrictions to bid.

This bid is conducted on lots basis. Bidders may bid for one or more lots as defined in the bidding documents. Bids for each lot should be complete. Partial or incomplete bids will be rejected. Bidder should meet all qualification criteria, in cumulative, for the lots for which he is bidding. This “cumulative criterion” will be applied in case bidder is bidding for more than one lot.

Scope of this lot is procurement of tractors with mulcher (10pcs) with technical characteristics as given in Tender Documents.

The following selection criteria must be satisfied by bidders to be qualified for the award of Contract:

(a) If the Bidder is Manufacturer:

(i) Financial Capability: minimum required average annual turnover for the last three (3) years (2018, 2019 and 2020) should be at least EUR 2,000,000. Reports on financial standing of the Bidder such as profit and loss statements, balance sheets and auditor's report for the past three (3) years, Letter of Credit from the Bank and an authority from the Bidder to seek references from the Bidder's bankers. Submitted documents should demonstrate the bidder's financial soundness in terms of profitability and liquidity.

(ii) Experience and Technical Capacity: successful completion of at least one substantially similar (in terms of size and nature) supplies in the last three (3) years (2018, 2018 and 2020). The Bidder shall specify type, quantity & total value of such supply. Minimum 3 years in supply of similar goods. Documentary evidence by the Bidder to demonstrate that in case the contract is awarded to him, he will ensure that the Goods it offers will be in the country supported by service/maintenance/facility supplied with original spare parts and certified by the manufacturer with employed at least 1 worker who possess licenses for maintenance & shall be capable to respond within 24 hours to the request of the Bidder for maintenance / repair of the supplied Goods on the site. The Bidder must assure maintenance services by the certified service provider in the country (Bosnia and Herzegovina) for delivered goods min 10 years following its delivery.

(b) If Bidder is not manufacturer but is offering the Goods on behalf of the Manufacturer under Manufacturer's Authorization Form, the Manufacturer shall demonstrate the above qualifications (i) and (ii) and the Bidder shall demonstrate that it has successfully completed at least one (1) contract of similar goods in the past three (3) years. Further, the Bidder shall furnish the Manufacturer's Sales Authorization and Manufacturer's After Sales Authorization (for service capacity).
