Assignment Title: Preparation of Engineering Projects and Supervision of Works for Road Rehabilitation and Maintenance: Groups VII and VIII

The State of Bahia signed on May 31, 2016 a loan agreement with the International Bank for Reconstruction and Development (World Bank) and requested another loan from the European Investment Bank (EIB) for the implementation of the Bahia Road Rehabilitation and Maintenance Project, 2nd Phase (PREMAR2), planning to apply part of the proceeds of these loans for consulting services. PREMAR2 includes: (i) rehabilitating about 4,200 km of paved State highways; (ii) treating about 1,500 critical points on rural roads spread out in 98 municipalities within the state of Bahia and (iii) spot highway infrastructure improvement aiming at improving road safety, on about 300 km of State highways. The executing agency will be the Secretariat of Infrastructure of Bahia State (SEINFRA).

The consulting services (“the Services”) include consultancy for the development of engineering projects and supervision for restoration works and road maintenance (in standard contracts CREMA) in an extension of about 872 km of roads, divided into two groups:

* Group VII, with a length of about 350km, covering parts of the highways: BA-160 and BA-148;

* Group VIII, with a length of about 522 km, covering parts of the highways: BA-210, BA-233, BA-130, BA-131 and BA-144.

The Services will be divided into two phases, namely:

* Phase A, preparation of engineering designs, lasting up to 5 months;

* Phase B, of supervision works, lasting up to 26 months.

SEINFRA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. A draft Terms of Reference is available at www.infraestrutura.ba.gov.br/.

The shortlisting criteria are: (i) demonstrated experience in preparation of roads engineering design; and (ii) demonstrated experience in the supervision of road rehabilitation and maintenance works over road extensions similar to the ones of this Request for Expressions of Interest.

Consultants expressing interest shall provide enough details for the above experiences to be assessed, including a list of similar assignments with at least a) a description of the assignment, its title, period of execution, names and percentages of the joint venture members (if that is the case); and b) the name of the employer, including the employer’s technical manager name, email and phone number for each assignment.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's 2011 edition of Guidelines: Selection and Employment of Consultants under IBRD Loans by World Bank Borrowers (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture to enhance their qualifications.

A Consultant will be selected in accordance with the Least Cost Selection (LCS) method set out in the World Bank’s Consultant Guidelines.

The Expressions of interest must be delivered in a written form in English, Spanish or Portuguese by November 16, 2016 . Shall not exceed the limit of 50 pages. A delivery via electronic mail will not be accepted.
