В обхвата на поръчката се включва цялостно абонаментно сервизно обслужване, включително резервни части, консумативи и материали, на намиращите се в експлоатация пет телефонни централи използвани в Министерство на регионалното развитие и благоустройството, със съответните технически параметри, описани подробно в Техническата спецификация към документацията на поръчката, както следва:

1. Телефонна централа SIEMENS HiCOM 350E - собственост на МРРБ, намираща се на адрес: гр. София, ул. „Св. Св. Кирил и Методий" № 17-19;

2. Телефонна централа PBX Server LIBRA, намираща се в гр. София на бул. „Цар Борис III” № 215, ет. 9;

3. Цифрова телефонна централа OpenScape Business X8, намираща се на адрес: гр. София, ул. „Стефан Караджа“ № 9;

4. Хибридна телефонна централа Panasonic KX-TA308, намираща се на адрес: гр. София, ул. „Алабин“ № 16-20;

5. PBX ТЕЛЕФОННА С-МА гр. Хасково , ул. "П.Евтимий" № 2, ет. 3.

Във връзка с осигуряването на нормалното и безаварийно функциониране на телефонните централи на Министерството на регионалното развитие и благоустройството (МРРБ) е необходимо да се извършват ежемесечни профилактики и настройки от сертифицирани специалисти за работа с тях.

Целта на настоящата обществена поръчка е осигуряване на комуникационни канали с цел непрекъснатост на работните процеси в МРРБ.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Чл. 72, параграф 1, буква а) от Директива 2014/24/ЕС - когато измененията, независимо от паричната им равностойност, са предвидени в първоначалната документация за обществената поръчка чрез ясни, точни и недвусмислени клаузи за преразглеждане, които могат да включват клаузи за изменение на цената или опции. В тези клаузи се посочват обхватът и естеството на възможните изменения или опции, както и условията, при които те може да се използват. В тях не се предвиждат изменения или опции, които биха променили цялостния характер на поръчката или на рамковото споразумение. Изменението е предвидено в първоначалната документация за обществената поръчка чрез ясни, точни и недвусмислени клаузи за преразглеждане, които включват клаузи за опции. Изменението е на основание чл.1, ал.3 от Договор №РД-02-29-42/11.02.2021 г. във вр. с чл. 116, ал. 1, т. 1 ЗОП, без изменение на стойността на договора, като не се предвиждат изменения или опции, които биха променили цялостния характер на поръчката.
