Amendment 4

1.This amendment is issued for the following:
 

A.To extend the closing date of the solicitation from February 22, 2022 to February 25, 2022 at 3:00 PM Fort Belvoir,
VA time.

 

B.Questions relating to the solicitation submission date has been changed from, no later than 3:00 P.M. local time
(Ft. Belvoir, VA) on November 19, 2021 to no later than 3:00 P.M. local time (Ft. Belvoir, VA) on February 18, 2022.

 

C.Updates any reference from submitting offers for both locations and/or installations to submitting offers to one
location and/or installation.

 

D.Per Section 8 – Special Contract Requirements, Note H-0001 H11 GUARD SERVICE (DLA ENERGY MAR 1982), is deleted and no longer applies.
 

2.All other terms and conditions remain the same.

1. This amendment is issued to extend the closing date of the solicitation from February 7, 2022 to February 22, 2022 at 3:00 PM Fort Belvoir, VA time.

Amendment 2

1.This amendment is issued for the following:

A.To change the Pre-Proposal Conference in Section L-0002 L198 PREPROPOSAL CONFERENCE (SERVICES) (DLA ENERGY JUL 2018) date from January 20, 2022 to January 27, 2022, 1pm EST and change the interested parties submission date from January 12, 2022 to January 21, 2022.

B.Per Section 8 – Special Contract Requirements the following changes apply:

Note H14, paragraph (m) of Section 8, is revised to reference new procurement note H16, Operations Security (OPSEC)

For On-site Contractors, for required OPSEC training, per DLAD Revisions to 4.1303-90 Contractor Personnel Security Requirements and 4.1303-91 OPSEC For On-Site Contractors.

Note H16, has been added:

H16 Operations Security (OPSEC) For On-site Contractors (JAN 2022)

(1) Contractors shall complete the following courses: (a) Center for the Development of Security Excellence Operations Security (OPSEC) Awareness; (b) Unauthorized Disclosure of Classified Information for DoD and Industry; (c) Insider Threat Awareness; and (d) Introduction to Information Security courses. These courses are located at Security Awareness Hub (https://securityawareness.usalearning.gov/index.html).

(2) The courses identified at subparagraph (1) above are required for all contractors that perform work on-site at a DLA or DoD facility, or for contractors that perform work off-site and access a Federally-controlled information system.

(3) The contractor shall immediately direct its workforce who are performing services for the Government to take the training after contract award. The contractor shall provide evidence of this training to the contracting officer representative or the contracting officer no later than five business days after contract award or prior to accessing the installation or a Federally-controlled information system, whichever occurs first.

(4) Annual refresher training is required and consists of re-accomplishing all of the courses listed in subparagraph (1) above. The contractor shall keep certificates on record for inspection or submission as required by the Government at the Government’s discretion.

2.All other terms and conditions remain the same.

SOLICITATION SPE603-22-R-0505 is a follow-on requirement for non-personal, Government-owned, Contractor Operated (GOCO) Aircraft& Ground Fuel Services and Storage Distribution services at Keesler AFB, MS. Bulk Storage operations shall be performed using best commercial practices and guidelines in accordance with (IAW) all applicable Local, State and Federal regulations. The Contractor shall be responsible for and furnish as required all personnel, equipment, and/or material necessary for providing these services. The services include management, operation, maintenance, product quality surveillance, inventory control and accounting, security, safety, and environmental protection of Keesler AFB.  The contractor will be responsible for all fuel-servicing operations and safeguarding facilities, equipment, and fuel products under its control during normal and adverse conditions. The period of performance is September 1, 2022 through August 31, 2026 for a four-year base period and one five-year option period from September 1, 2026 through August31, 2031 in accordance with (IAW) FAR 52.217-9. Additionally, the option to extend, not to exceed six months, will be included IAW FAR 52.217-8. The contract award will be subject to FAR 52.222-41, The Service Contract Labor Standards (formerly known as the Service Contract Act of 1965).

The offerors’ proposals will be evaluated against the established evaluation criteria and standards as found in the Performance Work Statement (PWS) and Section M of the solicitation.
