 7.Contract description:

The aim of the contract is to set up a technical assistance team tasked with supporting the Ministry of Water and Sanitation (Ministère de l'eau et de l'assainissement – MEA) and its structures in implementing operational programmes under the national water policy. For a period of 48 months, the technical assistance team will assist the MEA with implementing planned reforms vis-à-vis the following: monitoring, assessment and development of sector-based statistics, institutional development (decentralisation, devolution, managerial capacities, etc.) and adaptation of sector-based instruments in order to take cross-cutting issues (human rights, gender, etc.) into account.
 8.Indicative budget:

The total budget of the PAPS-EA is 54 000 000 EUR, including 2 500 000 EUR for technical assistance.

Annex IV to the Partnership Agreement between the members of the African, Caribbean and Pacific Group of States and the European Community and its Member States, signed in Cotonou on 23.6.2000, as amended in Luxembourg on 25.6.2005 and in Ouagadougou on 22.6.2010. Reference is made to Annex IV as revised by Decision No 1/2014 of the ACP-EU Council of Ministers of 20.6.2014.
