Reasons for the decision to award: After assessment of all evaluation criteria mentioned in tender document (qualitative criteria and price) the winning tenderer has received the most utility points among all the submitted bids. The offer of the winning tenderer conviced above all regarding the following points: 1)The consortium members have very solid thematic and methodological experiences in TVET, including Swiss expertise and experience, collaboration with the private sector and approaches on workplace based learning. They are well established at national levels as well as in the region. 2)The consortium has solid regional project experience at ASEAN level in TVET with a strong ASEAN network. This will benefit the regional dimension of the project including synergies and coordination. 3)The proposed approach includes the main elements to achieve project objectives for the respective target population in due scale and with convincing consideration of the roles of various stakeholders to strengthen workplace based learning.
Procedures for appeal:This is a public contract under Annex 5 no. 1 let. d PPA. There is no right of appeal.
