THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued.

Solicitation number M0026319Q0046 is issued as a request for quote (RFQ) using the commercial procedures in accordance with FAR Part 12. The Source Selection procedures are in accordance with FAR Part 13.  The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06 and DFARS Publication 20190910.

The Regional Contracting Office, Marine Corps Recruit Depot, Parris Island, SC intends to solicit and award a Firm Fixed Price/No Cost contract for the Civilian Enterprise (CE) publication of installation directory, guides, and maps to support the Tri-Command.  DoD Instruction 5120.04, DoD Newspapers, Magazines, Guides, and Installation Maps applies to this requirement.  This solicitation is issued as Unrestricted.  The North American Industrial Classification System (NAICS) code for this requirement is 511140 with a size standard of 1,250 (# of employees).

All applicable DoDI 5120.04, Federal Acquisition Regulation (FAR), and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses are contained in SF1449 M0026319Q0046 attached to this synopsis. 

Offerors responding to this announcement shall submit their proposals in accordance with FAR Part 12 and additional instructions, conditions, and notices to offerors provided in the SF1449.  The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition and its addendum provision. 

Award based on Best Value Process. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, non-price factors considered. Best Value shall be determined as prescribed in Sections 2 and 3 at Addendum 52.212-2 of the solicitation.  Proposals will be assessed for how well the offeror's proposal meets the solicitation requirements and the risks associated with the offeror's approach.

The  evaluation will be based on a complete assessment of the offeror's proposal. Proposals shall be evaluated on the following factors:  Factor 1: Technical Capability, Factor 2: Past Performance.  The non-price evaluation factors (Factors 1 and 2) are listed in descending order of importance. 

Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.  Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.  All other additional contract requirement for this acquisition can be found in the attached SF 1449
