Background Under the Somali Country Partnership Framework (CPF) and aligned with the Drought Impact Needs Assessment (DINA) and the Somalia Recovery and Resilience Framework (RRF), the Federal Government of Somalia developed a project to address constraints to water that agriculture and pastoralist communities face.  From 2016 – 2018 the World Bank Water for Agro-Pastoralist Livelihoods Pilot Project (WALP) was implemented in Somaliland and in Puntland. The project was meant as a first step in a longer journey, designed as a pilot project to learn the right tools and knowledge to lead the process in the future. The project was relatively short (2.5 years) and small (USD 2 Million), meant to tread lightly in the intervention of a precious resource subject both to cooperation and occasional conflict. Against this backdrop, an impressive amount was achieved, not only in terms of institutional strengthening and water provided to rural people and their livestock but also the analytical work and tools that were tested and are now ready for scaling up. Based on the success of WALP and framed around rural resilience, the Government of Somalia prepared the Biyoole Project, with support from the World Bank. The Project Development Objective (PDO) is “to develop water and agricultural services among agro-pastoralist communities in dryland areas of Somalia”. 2. Responsibilities The overall responsibility of the Communications, Monitoring and Evaluation Specialist is to establish an M&E system and improve the monitoring and reporting in the project across all components to ensure that the expected project development objectives are being achieved.  More specifically, the Specialist will have the following key responsibilities: a) As per the project M&E System, develop M&E Plan for the project and play a leading role in following up the implementation of the plan at all levels b) Provide technical inputs on monitoring and evaluation parameters to improve planning, programming and implementation of project; c) Develop and submit monthly M&E reports to the World Bank and PCU d) Coordinate and lead the plaining and implementation of key M&E activities, including the baseline survey, development of the project MIS, the Mid-term Review, End of Project evaluation study and as appropriate Completion and results report; e(Develop and implement a communication strategy to improve internal and external communication and public relations The detailed Terms of Reference (ToR) for the assignment can be found at mop.gov.so or upon submission of application in person or by e-mail. Selection Criteria The selection shall be based on the qualification, experience, and skills of the candidate and followed by an interview. The qualifications, experience, and competencies include: a.  Qualifications The Project Communications Specialist should have the following Minimum Qualifications: Master’s Degree in development economics, social science, communication, business administration and marketing or in any other relevant field; b. Experience The Project Communications Specialist should have demonstrable experience in activities as follows: Minimum of at least 10 years of experience with development projects overall, preferably in Somalia; of which at least five years should be on planning, monitoring and evaluation of development projects; Experience in monitoring and evaluation in an international agency is preferred; Practical Experience on Management Information System (MIS) Experience in designing and implementation of results management and monitoring and evaluation systems, data collection and analysis, results reporting; Good analytical and technical report writing skills Excellent communication skills: speaking, writing, and listening; Excellent computer skills including Microsoft Office tools (Word, Excel, and PowerPoint) and Internet; Proven experience in information, communications and campaigning tasks. The ability to draft reader-friendly documents by simplifying research reports for different target audiences, including the general public; Ability to travel different regions of Somalia Experience with managing a databases system and software is desired. 5. The Ministry of Planning, Investment, and Economic Development  now invites eligible consulting(“Consultants”) to indicate their interest in providing the above-mentioned Services. A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations. 8.
