Assignment Title: Consultancy Services for Review and Harmonization of the Tourism Licensing and Taxation Framework for Ministry of Tourism, Wildlife and Antiquities (MoTWA)

The Government of Uganda has received additional financing from the World Bank toward the cost of the Competitiveness and Enterprise Development Project (CEDP-AF), and intends to apply part of the proceeds for consulting services.
The consulting services ("the Services") include Review and Harmonization of the Tourism Licensing and Taxation Framework for MoTWA.

Private Sector Foundation Uganda through the Competitiveness and Enterprise Development Project now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows: (1) At least 8 years’ experience in undertaking related assignments; (2) Evidence of having implemented at least 3 similar/ related assignments, one of which should have been undertaken in a Sub-Saharan country, or country with similar economic conditions to Uganda; (3) Comprehension of Environmental, Gender and Inclusion policies of the World Bank; (4) Demonstrable understanding of the Tourism Value Chain; (5) Availability of appropriate skills/expertise among the consultant's team including expertise in Tourism; Management; Tax and Finance; Local Government; Trade and Legal. Individual experts' bio-data is not required at this stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, dated July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Procurement Regulations.
