https://devbusiness.un.org/content/conducting-various-type-surveys Country: Republic of Azerbaijan Project: Judicial Services and Smart Infrastructure Project Loan No: 9058-AZ Assignment Title: Conducting of various type of surveys Reference No.: B.3/1.0-CS-AF The Republic of Azerbaijan has received financing from the World Bank toward the cost of the Additional Financing for Judicial Services and Smart Infrastructure Project and intends to apply part of the proceeds for consulting services. The overall objective of the assignment is to provide justice sector stakeholders and project management with regular quality information regarding the perception as well as the actual experience with justice sector services across all six court jurisdictions in Azerbaijan. The Ministry of Justice of the Republic of Azerbaijan anticipates the assignment will require approximately 36 months of total input by the Consultant. The detailed Terms of Reference for the assignment can be obtained at the address given below. The Ministry of Justice of the Republic of Azerbaijan (MoJ) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Demonstrable experience of successful conduct of such surveys in Azerbaijan or other countries. Names and contact details of clients’ representatives who can provide feedback will have to be provided in the in the expression of interest. The Consultant must demonstrate substantial knowledge/expertise including at least 5 years’ relevant experience of conduct of public opinion surveys and analysis of results, able to provide the required geographical coverage and experience conducting quantitative surveys with 10,000 or more respondents. Experience of similar assignments funded by international organizations will be an advantage. Previous experience in Azerbaijan will be considered as an asset. Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
