COMBINED SYNOPSIS/SOLICITATION

The United States Air Force, 501 Combat Support Wing, Regional Contracting Office, RAF Alconbury, United Kingdom is seeking contractors capable of providing construction material and concrete testing (gravel, sand, asphalt, tack coat, base course, modulus binder, concrete, concrete pump and concrete testing).

This is a combined synopsis/solicitation, which is expected to result in an award of a “Firm-Fixed Price” contract for a commercial item, i.e., Construction Materials. The combined synopsis/solicitation is prepared in accordance with the procedures in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This synopsis/solicitation is conducted as a commercial item procurement using Simplified Acquisition Procecures (FAR Part 13). An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements of the synopsis/solicitation; (2) that receives a rating of “Acceptable” on the Technical Capability evaluation factor; and (3) that submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is determined to be fair and reasonable. The Government reserves the right to award without discussions or to make no award at all depending upon (1) the quality of proposals received and (2) whether proposed prices are determined to be fair and reasonable.

Description of Need: 

The 501st Combat Support Wing, Regional Contracting Office  requires construction material (gravel, sand, asphalt, tack coat, base course, modulus binder, concrete, concrete pump and concrete testing) delivery as listed in Attachment 1, Schedule of Supplies and Services. 

Estimated time of performance is October 2021. 

Delivery is at RAF Welford, Berkshire, RG20 7EX, United Kingdom.

To be deemed Technically Acceptable, Offerors must include descriptive literature, specifications, information to demonstrate ability to meet requirement. 

Pricing to be in accordance with quantity and unit of issue of the CLIN.  All quotes are to be firm fixed price. Quotes submitted with conditional pricing shall not be considered responsive and not be eligible for award. Quotes to be submitted in Great British Pounds only.

An US Government point of contact will be provided at Contract Award for coordination of deliveries.  This representative will inform the contractor of any delays in the construction project that will directly impact required performance period of lease.

All contractor personnel delivering to and operating on site will require photographic identification for access to the installation.

Offeror to be registered in System for Award Management (SAM) to be eligible for award.  Go to www.sam.gov to register and for details on how to register.  Please provide your DUNS and NCAGE on your quote.  If you have any questions regarding this, or are unable to be registered prior to submitting your bid, please inform the POC for this solicitation.

Invoicing will be through Wide Area Work Flow (WAWF).  Once SAM registration is complete, please go to https://wawf.eb.mil/ to register for WAWF.  Successful offeror will only be paid once a valid invoice has been submitted through the WAWF system.  Invoices will only be accepted upon completion of each CLIN.  Partial CLIN invoicing will not be accepted.

Quotations MUST also contain a complete description of item(s) offered to clearly show item(s) meets or exceeds the requirements listed in Attachment 1, Materials Requested. The Contracting Officer will review quotations based on the factors listed in this solicitation and the information furnished by the offeror. Before price is considered, the quotation must meet the technical requirements.

Note that email filters AT RAF Alconbury are designed to filter emails without subject lines or with suspicious subject lines or contents (i.e., .exe or .zip files).
