Lingad Memorial Regional Hospital, San Fernando, Pampanga •       CW-2021-HEAL-004 001 Construction of Type 1 Negative Pressure Isolation Ward Building at Southern Philippines Medical Center, Davao City Deadline for Submission of Bids: 26 July 2021, 9:00 hours (local time) 1.   The Government of the Philippines has received financing from the Asian Development Bank (ADB) toward the cost of Health System Enhancement to Address and Limit COVID19 (HEAL), and it intends to apply part of the proceeds of this financing to payments under the contract named above. No nationality restrictions apply.   2.   The Department of Health (“the Purchaser”) invites sealed bids from eligible bidders for the above-named procurement package involving the new construction of large, 60-bed capacity, negative pressure isolation ward buildings to be located within existing, obstruction-free premises of four (4) hospitals of the DOH. The four (4) buildings shall have similar designs and each building is expected to be completed within 365 days. Specifications and drawings are detailed in Sections VI and VII of the Bidding Document:  3.   Open Competitive Bidding (National Advertisement) will be conducted in accordance with a hybrid procedure combining ADB’s Single-Stage: One/Two-Envelope bidding procedure and that of the Philippine Bidding Document (PBD) for the Procurement of Infrastructure Projects and is open to all bidders without nationality restrictions.  4.   Bidders should have completed, within the last five (5) years, a contract similar to the Project, which is that of new construction of a hospital or healthcare facility with a value of at least 50 percent of the estimated cost indicated in the bidding documents. Bidders may bid for one or more of the contracts (lots) but winning bidders shall only be awarded an aggregate of  contracts within their demonstrated experience and capacity, and at the most advantageous combination to the DOH, as described in the bidding document.   5.   To obtain further information and inspect the Bidding Documents, eligible bidders should contact the DOH at the address given below from 8:00 to 17:00 hours.  6.   All Bidding Documents will be issued through electronic means. A complete set of Bidding Documents may be downloaded from the website of the Philippine Government Electronic Procurement System (PhilGEPS) provided that bidders shall pay the applicable fee for the Bidding Documents in the amount of Two Thousand Five Hundred Pesos (Php 2,500.00), not later than the submission of their bids:  7.   Bids shall be submitted by hand or in electronic format, at the option of the bidder, as stipulated in the Bidding Documents.
