REQUEST FOR EXPRESSIONS OF INTEREST Arab Republic of Egypt Greater Cairo Air Pollution Management and Climate Change Project Loan No: P172548 Assignment Title: Specialized Consultancy Firm Services for Preparation of Detailed Engineering Design and Tender Documents for Basic Infrastructure & Site Supervision of Construction Works for 10th of Ramadan for the Integrated Waste Management Facilit y Reference No. (as per Procurement Plan): EG-EEAA-239496-CS-QCBS   The Ministry of Environment and the Waste Management Regulatory Authority (WMRA) has received financing from the World Bank toward the cost of the National Solid Waste Management Program (NSWMP), and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include (1) detailed engineering design and (2) supervision for the common infrastructure including the preparation of the tender documents and support the Client in evaluating the technical and financial bids submitted by the Contractor. The design shall comprise roads networks design, water supply system, sewage system, stormwater drainage system, electrical and street lighting system and information and communication technology system to support security and site monitoring systems.   The consultancy firm shall undertake full supervision during the implementation phase and monitor the progress and respond to any queiries arise from the site. A Summary of ToR for the assignment is attached to this request for expressions of interest. The Ministry of Environment of Egypt now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Consultant will report to the designated Focal Point from the Ministry of Environment and will work in close collaboration with the staff of the Ministry of Environment, WMRA and the NSWMP. The shortlisting criteria is: The Consultant must have a previous minimum experience of at least 5 similar large-scale infrastructure projects preparing detailed technical and engineering designs The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 & August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  In addition, please refer to the following specific information on conflict of interest related to this assignment: Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interests of the Borrower.  Without limitation on the generality of the foregoing, Consultants shall not be hired under the circumstances set forth below: Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. Type of appointment: Local in accordance with World Bank fiduciary and procurement guidelines with the legal provisions/obligations contained in the Loan/Financing Agreement that the Borrower negotiated, agreed to, and ratified. Background As part of the “Sustainable Development Strategy (SDS): Egypt Vision 2030”, the country committed to halving its fine particulate matter (PM) air pollution by 2030. Significant improvements have been made towards that goal in recent years. In fact, Cairo’s PM10 concentration fell by about 25 percent over the past decade. Despite these improvements, the city’s pollution levels are still several times the WHO recommended concentrations and higher than national guidelines taking as these high levels are taking their toll on the health and quality of life of the population, in particular poor people. Subsequently, the Greater Cairo (GC) Cost of Environmental Degradation (COED) attributed to air pollution is by far the highest in the country, with a mean estimate equivalent to 1.35 percent of national GDP in 2017. Conversely, the GC COED attributed to waste (net of air pollution damages, via the burning of waste) is half the air pollution’s COED and results in a mean estimate equivalent to 0.68 percent of national GDP in 2017 which includes the opportunity losses from composting, recycling, methane capture, etc. In response to this situation, the Government of Egypt (GoE) is seeking to reduce air and climate emissions from critical sectors and increase resilience to air pollution in Greater Cairo. The recently approved World Bank-financed Greater Cairo Air Pollution Management and Climate Change Project (the Project) aims specifically to reduce air and climate emissions from critical sectors and increase resilience to air pollution in Greater Cairo. Adequate Solid Waste management (SWM) is critical to improving air quality. Municipal waste in Greater Cairo is generated at a rate of approximately 0.8 kg/capita/day in urban areas (that is, approximately 5,256 tons per year in the area of intervention, in addition to the special types of industrial, hazardous and construction and demolition waste) and collection coverage is about 70 percent. The area faces significant SWM challenges with respect to collection, transfer and final disposal, many of which are exacerbated by the increasing levels of waste generation, the changing waste characteristics, lack of sufficient infrastructure, uncontrolled spread of urban development and inappropriate disposal practices by communities and individuals. As a result, uncollected waste and poorly treated waste such as unrecycled plastic (which is more than half) are dumped in open sites and are subject to open burning or end up contaminating water bodies. Poor SWM, especially in terms of organic treatment, recycling, and disposal is responsible for human-made or self-igniting waste burning in dumps and contributes to about one-third of GC air pollution in terms of PM. Under the SWM Component of the Project, a fully Integrated Waste Management Facility in 10th of Ramadan city will be established (built and operated) to serve the Governorates of Cairo and Qalyubia. This facility will comprise landfill disposal cells and treatment facilities for municipal waste, construction and demolition waste, hazardous waste and healthcare waste. The project will more specifically finance the capital investments for the main surrounding infrastructure in the 10th of Ramadan Facility and the main axes, which serve both Cairo Governorate and Qalyubia Governorate. This includes: the main road around the facility; main internal axis roads; fences; water and wastewater connections and electricity connections from the utilities to the facility and to the entrance of the first cell. The project will also finance the construction of Cell number 1 of the landfill section serving Qalyubia governorate. The Government of Egypt has already allocated the land for the construction of the overall integrated facility was issued specifying the terms of this allocation. As per the Project implementation arrangement, a Technical Implementation Unit (TIU) comprising the Solid Waste Management Unit of the Ministry of Local Development and the Waste Management Regulatory Authority will oversee the preparation and implementation of his activity. Objective of the Assignment In the context of the Solid Waste Management Component, the Project is seeking the services of a design and engineering consultancy firm, referred to thereafter as “the Consultant”,  to prepare the detailed engineering design for the common infrastructure area, prepare the tender documents, support the Client in evaluating the bids and supervise the works during the construction phase. Scope of Work The Consultant will undertake the following two (2) main tasks, and as detailed below: Task (1): deliver detailed engineering design (specifications, bid of quantities, cost estimates) and prepare the tender documents for the common infrastructure required within the facility land area such as main and axis roads, water and wastewater connections and electricity connections around and within facility. This also includes supporting the Client in evaluating the technical and financial proposals of the bidders.  This shall include coordination with the different authorities in order to grant approvals for tie-in connections between the Project’s infrastructure and the surrounding networks with the support of the Ministry of Environment and the Ministry of Local Development. Task (2): Site supervision service during the construction of the aforementioned common infrastructure.
