REQUEST FOR EXPRESSIONS OF INTEREST CONSULTING SERVICES – CONSULTING FIRM Consultancy for the Department of Transport, Transportation Policy, Legal and Operational Review and Update Belize Institution:                 Ministry of Public Utilities, Energy and Logistics Country:                      Belize Project:                       Capacity Building for Public Transport Reform Sector:                        Public Sector Abstract:                     This project aims to support the implementation of the short-term transportation reforms needed to strengthen the capacity of the Ministry of Public Utilities, Energy & Logistics and enhance the public transportation industry as a continuation of the Comprehensive National Transport Master Plan (CNTMP). Developed in close coordination with the Economic Development Council and the Belize Infrastructure Limited, the project will aim to: (i) build capacity for public and private institutions to effectively plan and implement policy initiatives to improve the service quality and efficiency of public transport; (ii) make the public transportation services more efficient through the design of a bus routing, scheduling and ticketing system, improved terminal facilities and an improved bus fleet with the necessary regulations and standards for the sector. Loan/Credit/Grant No.:ATN/KR-17666-BL Contract/Bid No.:   CS1 Deadline:                     07 May 2021; 16:00 Local Belize Time   The Government of Belize has received financing from the Inter-American Development Bank (IDB), toward the cost of the Capacity Building for Public Transport Reform, and intends to apply part of the proceeds for consulting services.    The consulting services (“the Services”) include the Department of Transport, Transportation Policy, Legal and Operational Review and Update. The overall objective of this consultancy is to conduct a comprehensive review of the public transport policy and legal framework, and regulations governing public transportation in Belize and updating them to current international standards and best practices.      The Ministry of Public Utilities, Energy & Logistics now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.    Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter- American Development Bank GN2350-15 and is open to all eligible bidders as defined in the policies.  A Consultant will be selected in accordance with the Quality and cost-based selection method set out in the Consultant Policies.    Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
