Overview :

Present in 166 countries and territories, UNDP supports governments in developing strong policies, institutions and partnerships to achieve the 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals. It does so in part through its comprehensive knowledge network, which includes expert practitioners that provide focused advice and support in strategic policy areas.

The Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan. BPPS’s staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora, including public-private dialogues, government and civil society dialogues, South-South and Triangular Co-operation initiatives, and engages in UN inter-agency coordination in specific thematic areas. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working. BPPS supports UNDP and partners to be more innovative, knowledge and data driven, including in its programme support efforts.

Within BPPS, the Effectiveness Group provides crucial support to ensure that UNDP is an effective, accountable, and transparent thought leader and partner of choice for sustainable development. The Effectiveness Group also assists countries and stakeholders implementing the effective development co-operation principles and supports the Global Partnership for Effective Development Co-operation (GPEDC), as part of the UNDP-OECD Joint Support Team.  This includes supporting global policy dialogue and mutual learning on effective development co-operation, as well as leading country support in implementation and monitoring of effective development co-operation principles.

The Global Partnership held its first Senior Level Meeting (SLM) in July 2019, which highlighted the contentious importance of country-level implementation of effectiveness principles as an essential driver for development results. Building on the outcomes from the SLM and progress made under the Global Partnership’s 2017-2018 work programme, the Global Partnership is developing a new work programme, which will re-anchor all the Global Partnership activities more firmly at the country level and mainstream sharing of knowledge and learning across all activities.

The purpose of this procurement exercise is to contract an individual consultant who will provide analytical, knowledge management and partner country engagement inputs in support of the Global Partnership for Effective Development Co-operation.
