BACKGROUND

The Regional Artemisinin-resistance Initiative (RAI) was launched in 2013 in response to the emergence of artemisinin resistant malaria in the Greater Mekong region. Funded by the Global Fund to Fight AIDS, TB and Malaria, the first RAI round (2014-2017) was a USD 100m grant covering the countries of Cambodia, Laos, Myanmar, Thailand, and Viet Nam.

The RAI Regional Steering Committee (RSC), a multi-stakeholder governance body, provides strategic guidance, selects recipient implementers, and oversees grant implementation track progress against program objectives and ensures funding is used in accordance with agreed strategic priorities. A follow-on investment for 2018-2020 as an expansion of the RAI, renamed the RAI2-Elimination (RAI2E) grant, with a total of USD 242m over three years is ending. The current investment, the RAI3E grant with a total of USD 228m covers the period 2021-23.

The RAI Regional Steering Committee (RSC) was established in late 2013 as the oversight mechanism for the Global Fund RAI grant, following the CCM model of the Global Fund. The RSC was given the mandate to: steer the Global Fund grant emergency response; take collective responsibility for strategic direction; and allocating and reallocating Global Fund resources as needed. The RAI RSC Terms of Reference make provisions for a Secretariat which was established in September 2014 under a hosting agreement with the World Health Organization.

The Consultant works under the direct supervision of the Executive Secretary.

 

PURPOSE AND DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

The purpose of this work is to support the RAI Regional Steering Committee (RSC) Secretariat by producing deliverables in support to the:

  • • Strategic Information and communication and media activities of the RSC Secretariat
  • • Organization and functioning of a Regional Steering Committee Operational Research Sub-Committee meetings
  • • Support the functioning of the Regional Steering Committee Secretariat in organising RSC Meetings

METHODS TO CARRY OUT THE ACTIVITY AND LIST OF OUTPUTS

Output/s

1. Support Strategic information, communication and media activities

Timeline: May-June 2022

Deliverable: Final report on the activities conducted on:

  • • Support RSC to align with and contribute to other partner advocacy & communication efforts surrounding the regional elimination agenda.
  • • Support to the development and content-creation for the RSC website, including epidemiological and grant mapping.

2. Support to the organization and functioning of a Regional Steering Committee Operational Research, two meetings

Timeline: May- November 2022

Deliverables: Agenda, List of Participants, Minutes of RSC meeting prepared by providing:

  • • Support the development and dissemination of a meeting agenda in consultation with RSC and other partners;
  • • Support all administrative and logistical arrangements for two RSC Operational Research meeting;
  • • Draft, revise and disseminate the meeting minutes and key decision points to RSC members, national CCMs and other stakeholders in a timely manner.

3. Support to the organization and functioning of a Regional Steering Plenary meeting

Timeline: April- May 2022

Deliverables: Agenda, List of Participants, Background documentation prepared by providing:

  • • Support the development and dissemination of meeting background documentation in consultation with RSC and other partners;
  • • Support all administrative and logistical arrangements for an RSC meeting;
  • • Draft, revise and disseminate the meeting minutes and key decision points to RSC members.

 

QUALIFICATIONS & EXPERIENCE

Education

A higher-level degree in health sciences, public health or other related fields.

Experience        

Minimum of two years' relevant work experience in health sciences, public health or other related fields, including at least two years at international level.

Skills / Technical skills and knowledge

Experience with communication, experience with high-level governance bodies.

Language requirements

Excellent English written and oral communication skills

 

ADDITIONAL INFORMATION:

The selected Consultants will work under the overall guidance of the RAI Regional Steering Committee and its appointed delegates (e.g. Executive Committee).  Oversight from the RSC will be coordinated through the RSC Secretariat, who will also provide administrative and contractual supervision by the RSC Executive Secretary.

Planned timelines (subject to confirmation)

  • Start date:  01/04/2022
  • End date: 30/11/2022

Envisaged number of working-days is 30 day per contract. Payments will be made based on the actual number of days worked.
