REQUEST FOR EXPRESSIONS OF INTEREST   Country:          REPUBLIC OF RWANDA Project:            RWANDA URBAN DEVELOPMENT PROJECT (RUDP) Credit No:      6789-RWA      Project ID.:     P165017 Reference: RW-LODA-211055-CS-QCBS CONSULTANCY SERVICES FOR CONSTRUCTION SUPERVISION FOR PHASE 3 INFRASTRUCTURES IN 6 SECONDARY CITIES The Government of Rwanda through the City of Kigali has got a financing from the World Bank toward the cost of the Rwanda Urban Development Project (RUDP) and intends to apply a portion of the proceeds for Consultancy Services. The consulting services (“the Services”) include Contract Management and Supervision of Construction of infrastructure (asphalt/cobblestone roads, foot paths, standalone drainage, paved access to facilities/infrastructure, non-motorized transport (NMT), and street lighting) in the six secondary cities (Rusizi, Huye, Muhanga, Rubavu, Musanze, Nyagatare). In addition, Environmental and Social Safeguards Monitoring skills will be required as part of the consulting services team. Two civil works contracts are envisaged in two phases in each secondary city, which will consist predominantly of asphalt/cobblestone roads, footpaths, street lighting, NMT and drains, Total duration of the assignment is 18 calendar months plus (12) months of Defects Liability Period. LOCAL ADMINISTRATIVE ENTITIES DEVELOPMENT AGENCY (LODA), now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are as follows: The firm should have at least ten years of general experience as a consulting firm and eight years of specific experience in the field of supervision of asphalt, gravel roads, drainage and upgrading of informal settlements. Extensive experience (assignments) in supervision of asphalt roads, gravel roads, asphalt roads. Periodic maintenance and upgrading informal settlement and standalone drainage. Experience in Engineering Contracting procedure and Contract management. Experience of working in developing countries. The technical and managerial organization of the firm. (Provide only the structure of the organization, general qualifications (copy) and number of key staff in the area of engineering (Do not provide CV of the staff). The attention of interested Consultants is drawn to the section VII. of World Bank Procurement Regulations for IPF Borrowers, governing the procurement of Goods, Works, Non-consulting Services, and Consulting Services for IPF operations to be financed in whole. or in part, by the Bank of July 2016, updated August 2018.
