THE DEMOCRATIC SOCIALIST REPUBLIC OF SRI LANKA   MINISTRY OF IRRIGATION INTEGRATED WATERSHED AND WATER RESOURCES MANAGEMENT PROJECT (IWWRMP) PROJECT MANAGEMENT UNIT   REQUEST FOR EXPRESSIONS OF INTEREST   Credit No.                   :  IDA 66210 Assignment Title      :  Consultancy service for Preparation of Environmental and Social Management Plan and Environmental and Social screening report for rehabilitate Dams & Canals in EP Reference No.            : LK-MOMDE-138821-CS-CQS   The Government of Sri Lanka  has received  financing from the World Bank toward the cost of the  Integrated Watershed and Water Resources Management Project  (IWWRMP) and intends to apply part of the proceeds for consulting services.   The consulting service (“the service”) include Preparation of Environmental and Social Management Plan and Environmental and social screening report for selected Irrigation Department- Eastern Province Dams & Canals which are going to be rehabilitated under this project. The estimated implementation period is six months and expected start period of assignment is October 2021. Further details of this services are described in Terms of Reference (TOR).   The detailed TOR for the assignment  can be found at the following  website:  www.iwwrmp.lk/advertisements   The Integrated Watershed and Water Resources Management Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.    Documentation Required    Interested firms may provide relevant details including the following information to support their qualifications.  Name, Address and Contact Information of the Consultancy firm.  Names and short CVs of Key Staff of the firm including their relevant past experience (Please ensure availability of the key staff throughout the period). Ownership and registration of the firm. Financial Statements for last 5 years. List of description of similar assignments undertaken during past 7 years (including consultancy value) in Foreign funded Projects related to Irrigation infrastructure rehabilitation works  Brochures, CDs etc.   The shortlisting criteria are: field related  qualifications and experience of the firm; such as core business and years in business, relevant experience, technical and managerial capability of the firm. The Qualifications and Experience of Key Experts shall be included in the shortlisting criteria.   The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.   Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy.
