The project development objective (PDO) is to improve the performance of tourism in targeted destinations in Ghana. The project has four main components as described below. Component 1: Strengthening Tourism Enabling Environment: This component aims to address the following constraints most likely to have transformative impact on the tourism sector in Ghana: training and skills development of the industry, aviation and entry visa policy, and branding and marketing. Component 2: Developing Tourism Sites and Destinations: This component seeks to diversify the leisure tourism offering in Ghana by identifying and upgrading the most promising destination areas. These are sites that show significant public goods requirements and circuit-tourism potential, and can draw increased demand from both domestic and international visitors. Component 3: Tourism Enterprise Support Program: This component will finance the costs of tourism enterprise matching grants and business development services training. Component 4: Project Management: This component will provide support to Ministry of Tourism Arts and Culture (MoTAC) to manage and coordinate the project. Objectives of the assignment The objective of this assignment is to equip existing lower-level tourism training institutions who play a key role in the tourism and hospitality sector with the needed skills through the provision of training and equipment to augment their current level of expertise. The duration of the assignment will be for a period of twenty-four (24) Weeks 3.0 Tasks of the Firm (Scope of Work) To come out with a tourism and hospitality training program in different aspects of hospitality and tourism training chain in consultation with the PCU. The firm must provide detailed curricula, methodology and implementation work plan for the assignment Assist in the identification of the existing training institutions to benefit from this assignment Undertake tourism training focused specifically on lower-level employees in the sector. To ensure appropriate geographic spread, the scheme will support about 5 training centers across the country. The consultant will also assist with the identification, recommendation and provision of some needed equipment and logistics for some of these institutions. The Ministry of Tourism, Arts and Culture now invites eligible firms who have the required experience to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are core business and years in business, relevant experience, technical and managerial capability of the firm. The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020, the procurement regulations, setting forth the World Bank’s policy on conflict of interest. Given the above policy, Consultants already engaged by the TDP during the period of this assignment will be considered as conflict of interest, and therefore not qualified for this assignment. A consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Procurement Regulations.
