https://devbusiness.un.org/node/777684 GHANA EDUCATION SERVICE (GES) REQUEST FOR EXPRESSION OF INTEREST (CONSULTING SERVICES) COUNTRY: GHANA PROJECT: SECONDARY EDUCATION IMPROVEMENT PROJECT (SEIP) CREDIT NO: 5452-GH PROJECT ID: P145741 ASSIGNMENT TITLE: CONSULTING SERVICES FOR SEIP PROJECT COMPLETION REPORT Reference No. GR/GES/SEIP/IC/03/21 The Government of the Republic of Ghana has received financing from the World Bank toward the cost of the SEIP, and intends to apply part of the proceeds for consulting services. The original SEIP was to be implemented over a five-year period from October 2014 to November 2019. With the Additional Financing (AF) the completion date has been extended to November 30, 2021. The SEIP uses a Results-based Financing approach. The consulting services (“the Services”) are to employ the services of a firm to conduct an independent assessment of the performance and outputs towards achieving the Project Development Objectives by the Government for which purpose this Consultancy is being recruited. The firm is also expected to carry out the following activities: Detailed review of the status of implementation of each of the components and sub-components Identification and determination of the relevance, efficiency, effectiveness and sustainability of the methods and mechanisms established for the management of each component and compliance with project requirements and procedures Identification of the outputs and outcomes of the project interventions For component 1 of the project: Assessment of the functionality of the 23 new schools, the staff housing; school Heads bungalow and the Canteen block and the external works constructed under the project Assessment of the effect on enrollment of the facility upgrade that was undertaken at the 125 existing SHS Assessment of the effect of the scholarship/ bursary on beneficiary students Assessment of the effect of the School Performance Partnership Plans on academic achievement at the beneficiary schools Assessment of the effect of the smartboard on the teaching and learning of Mathematics For component 2 of the project: Verification of compliance with World Bank procedures with regard to Safeguards, Financial Management and procurement for the projects as per the Project Appraisal document, the Project Implementation Manual, the ESMF and the RPF The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below: The Director-General Ghana Education Service Box M45, Accra-Ghana Email:

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: The short listing criteria are: Core business and numbers of years in business; Technical and managerial Organization of Firm; Availability of appropriate skills among staff; Firm’s experience in similar assignments; Firm’s experience in working in similar conditions or environment Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
