          REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION)   COUNTRY: UGANDA NAME OF PROJECT:  “Support to National Planning Capacity Building and Greater Kampala Metropolitan Area Economic Development Project” GRANT NO.:  TFOB1265 ASSIGNMENT TITLE:  Consultancy Services to Undertake a Feasibility Study for the Greater Kampala Metropolitan Area (GKMA) Tourism Circuit. Reference No:  UG-NPA-181219-CS-QCBS The National Planning Authority has received financing from the World Bank-DFID Trust Fund towards the cost of the Support to National Planning Capacity Building and Greater Kampala Metropolitan Area Economic Development Project and intends to apply part of the financing for consulting services. The consulting services (“the Services”) include undertaking a feasibility study for the Greater Kampala Metropolitan Area Tourism Circuit. The study is aimed at determining the technical, environmental, social, financial and economic viability of implementing the project and shall cover potential tourist sites in the GKMA comprising Kampala Capital City, parts of Wakiso, Mukono,Mpigi districts and their respective Municipalities of Kira, Nansana, Mukono, Makindye-Ssabagabo and Entebbe. The objective of developing the tourist circuit is to promote tourism in the GKMA, increase convenience of tourists to easily access attractions/excursions, provide employment and generate revenue to the local authorities. The study shall be delivered in close collaboration with the Ministry of Tourism, Wildlife and Antiquities as the implementing agency. The estimated level of effort is 21 professional staff months over a 4-months’ implementation period. The expected start date is 31st May,2021 The consultancy firm is expected to ensure full consistency with the TOR referred to in this REOI   This study will require a firm that has particular expertise in tourism feasibility studies and related fields.  The detailed Terms of Reference (TOR) for the assignment can be found at the following websites: (www.npa.go.ug)     or can be obtained at the address given below. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: At least fifteen years’ general experience with ten (10) years of diversified experience and technical competencies in areas including: Project planning and management, Tourism planning and management, Feasibility studies, Local Economic Development for major strategic development projects;  Experience in emerging markets with low developing tourism markets; Sound legal status, strong financial management and institutional stability; Strong understanding of Uganda’s tourism sector; Demonstration of good technical and managerial capabilities Presence of multi-disciplinary competence in the areas of: Tourism and Cultural, Financial and Economic Analysis, Environment, Social Development, Physical Planning, Legal and Engineering.   Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”) amended November 2017 and August 2018, setting forth the World Bank’s policy on conflict of interest.  In addition, please refer to the following specific information on conflict of interest related to this assignment: Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interests of the Borrower.   Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
