[email protected] TERMS OF REFERENCE FACILITIES MANAGEMENT CONSULTANT NIGERIA COUNTRY DEPARTMENT (RDNG) Introduction The African Development Bank, Nigeria Country Department hereby invites Individual Consultants to indicate their interest in the following assignment: “Facilities Maintenance Support Services. The consultant will support the office administration and facilities management team in ensuring that basic facilities are well maintained, monitor energy management and efficiency, ensure that facilities meet with Bank compliance standards, as well as relevant regulatory bodies in Nigeria. The specific activities include to monitor and assist in repair and maintenance works,- Generators, HVAC systems, elevators, Fire and Smoke detection systems etc and provide technical reviews on monthly reports. Qualifications, experience, and competencies Education The candidate should possess a minimum of bachelor’s degree or its equivalent (HND) in Electromechanical, Civil Engineering or any other related field Experience Demonstrated progressive work experience of not less than 6 years in facilities Management in a reputable organisation. The candidate should have excellent written and verbal communication skills in English and possess strong problem-solving skills essential for the demanding work in the Nigeria Country Department. Other attributes. The candidate should have the ability to work under pressure and capacity to deliver high quality output in a timely manner. He/She should be prepared to work in a culturally diverse environment. Duties and Responsibilities of the Consultant Under the direct supervision of the Director General, RDNG, and technical reporting to, and liaison with, the Facilities Officer (Task Manager), the consultant will perform operational and maintenance duties and responsibilities that will support RDNG in achieving the Bank’s broader objectives. However, to the extent possible, the consultant shall exercise some degree of independent judgement in executing tasks but ensure no departure from established Bank’s rules and procedures. D uties and responsibilities of the consultant shall be, inter alia: Under the guidance of the facility officer, analyze the state of structural defects and deteriorations, evaluate the works, do an estimate of the required resources, and follow up for their approval Monitor and assess functionalities of all electrical and mechanical installations such as, Chillers, Generators, HVAC etc, and ensuring that all systems are always functional. Support renovation or restructuring projects, identify operations that require restoration activities. Serve as a specialist on matters relating to the Bank's building in Nigeria Country department For new projects (of renovation or restructuring as the case may be), prepare drawings as needed. Participate as member of technical evaluation committees for structural renovation and repairs and participate in related discussions, Undertake site technical supervisions, draft minutes for meetings held with contractors in charge of project implementation. Follow-ups and verification of maintenance works in the premises of the Bank Support supervise the technical procedures, for all types of repairs on concrete materials, stainless steel, gypsum, finishing materials, waterproofing and carpentry Perform regular maintenance as needed and ensure replacement of light bulbs, water filters and other appliances where necessary Monitor the works executed under service contracts On a weekly basis, inspect and maintain the exterior premises (grounds, building, and parking garage), including removal of debris Support team to develop and implement methods to improve the efficiency, effectiveness and the quality of products and services provided to internal and external clients of the department Constitute a database and a system of archiving the ground plans of the Bank’s premises both in hard copy and in electronic formats. Prepare a leaflet that allows the easy identification/use of the ground plans. Daily monitoring of the functional status of all installations in the Bank premises Perform any other duties as may be assigned by the Task Manager or Management of RDNG Duration and remuneration The consultant will be hired on a full-time basis for six (6) months with possibility of renewal for the same period based on performance and as determined by the Bank. Payment of fees will be made following satisfactory performance review of executed tasks. The Bank’s guidelines on remuneration of consultants will apply, based on the candidate’s qualifications and years of experience. Duty Station and Reporting The Consultant will be based in Abuja, Nigeria, and requires regular full-time presence in the Bank’s office. The eligibility criteria Establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedure for Acquisition of Consulting Services funded by the Administrative or Capital Expenditure Budget. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist. 6. Establishment of the Shortlist: A shortlist of three to six individual consultants will be established once the expressions of interest with and updated CV are received. Candidates who are shortlisted will be requested to send proposals.
