  REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION)     INDIA ASSAM INTEGRATED RIVER BASIN MANAGEMENT PROGRAM   Credit No: P174593   Assignment Title: Consulting Agency for preparation of ESMF & ESIA Reference No. (as per Procurement Plan): IN-FREMAA-221397-CS-CQS   The Government of Assam has applied for financing from the World Bank toward the cost of the ASSAM INTEGRATED RIVER BASIN MANAGEMENT PROGRAM, and intends to apply part of the proceeds for consulting services The consulting services (“Consulting Agency for preparation of ESMF & ESIA”) include In order to incorporate Environment & Social concerns in the proposed project activities, an Environmental and Social Management Framework and Environmental and Social Impact Assessment for the different sub-projects will be prepared. Thus, the specific objectives of the assignment are: Identify potential environmental and social risks and impacts which may arise out of the project activities/actions and Associated Facilities[1], Conduct gender analysis as part of the overall social assessment including institutional assessment of implementing agencies Inputs to the preliminary, draft and final design of investments; and Recommend ways in which such risks and impacts could be mitigated or managed by the project, including full identification of necessary environmental and social mitigation, enhancement, gender actions, and monitoring measures for the priority sub-basin where investments will be implemented. Flood and River Erosion Management Agency of Assam (FREMAA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: At least 8 years of experience in preparation of ESMF, ESIA, ESMP, RAP and IPDP etc. Experience of working in Assam will be preferred. Management competence of the consultant, and Average Annual turnover of about Rupees One Crore per annum for last three years from similar assignments.   While indicating information relating to (b), it shall be made clear whether responsibility of the firm was in the capacity of a principal firm (lead partner) or as an associated firm (sub-consultant/JV partner) with detail scope of the service. Consultants are requested to submit the following supporting documents against the above mentioned criteria:(a) Registration paper of the firm(s); (b) JV agreement/letter of intent (if applicable); (c) Firm’s brochure; (d) Audited financial reports for last three years; (e) service experience record (including nature, total cost, total input in terms of staff month, employer, location of service, scope of services etc.). The experience of a parent company, subsidiary company, group company or associates (whatever the names) of the Applicant shall not be considered in evaluation.  4. The attention of interested Consultants is drawn to paragraphs  3.14, 3.16, and 3.17 of the “World Bank Procurement Regulations” for IPF Borrowers” 2016 (Revised November 2020), setting forth the World Bank’s policy on conflict of interest.    5. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. In the case of an association, all members of such “association” should have real and well defined inputs to the assignment and the total number of firms including their associates shall be maximum of three. In case of association in the form of sub-consultancy, the experience of sub-consultant shall not be considered in evaluation.     6. A Consultant will be selected in accordance with the Consultant’s Qualifications-based Selection (CQS) method set out in the World Bank Procurement Regulations.   7.
