Background and justification

People with psychosocial disability experience significant barriers to participation. WHO has been supporting mental health training in the Pacific, including delivering workshops and training for a range of stakeholders.  Disability is now understood as a key human rights issue; however, specific action remains needed to ensure that human rights are promoted, protected and fulfilled, regardless of the type of service.  This action includes training on human rights for people with psychosocial disability, their families and support persons, health staff, service providers and government officials. 

The QualityRights training program has been developed by WHO in conjunction with a range of international partners. It focuses on strengthening the quality and human rights aspect of mental health services.  In Solomon Islands, people with mental health conditions are often referred to the National Psychiatric Hospital in Malaita Province for long-term care. Staff training on human rights and quality mental health services is essential to optimise patient outcomes.  With the country’s ratification of the UN Convention on the Rights of Persons with Disabilities (CRPD) likely to happen this year, Solomon Islands is anticipated to have international legal obligations to promote, protect and fulfil the rights of people with disability, including those with mental health conditions.

This training is the first of its kind in the Pacific, with only a 3-day version being done in other countries. It will contribute significantly to improving the quality of mental health services in Solomon Islands.

Purpose/Specific Objective of the Activity

The purpose of this activity is for two (2) consultants to prepare and facilitate a workshop on the WHO QualityRights toolkit for staff of the Solomon Islands National Psychiatric Hospital in Auki, Malaita Province, Solomon Islands from 23-27 October 2017.

The contractual partners will prepare the training material prior to arrival in Solomon Islands, drawing on international and Pacific experience to inform Solomon Islands training.  The contractual partners will utilise the existing WHO QualityRights training materials and adapt them to Solomon Islands’ context, including the provision of handouts and associated training materials.  The contractual partners will provide brief final reports on observations from discussions at the training which will include recommendations for next steps to develop the country’s mental health services. 

Description of activities to be carried out

The contractual partners will review relevant documents and publications, coordinate with mental health stakeholders, develop and deliver the QualityRights training and advise on next steps. Specifically, the contractual partners will:

(a) Prepare training materials by adapting existing WHO QualityRights training materials and drawing on various resources relevant to Solomon Islands.  The trainers will prepare slides for use as handouts and materials for the trainees to retain.  The trainers will coordinate the overall structure of the workshop, including local speakers.

(b) Training will be delivered and a brief report and analysis of next steps will be provided by the contractual partners.

Education

Post-graduate degree in public health, social sciences, mental health or similar from a recognised institution

Experience

Minimum of five years relevant work experience in health, including public health programmes required. Experience with the UN system or other international organizations an advantage.

(1) Training experience specifically on WHO QualityRights.

(2) Training delivery and coordination.

(3) Knowledge of mental health issues.

(4) Experience with community mental health and community development.

             Written and spoken fluency in English is essential.  Working knowledge of other UN languages is an advantage.
