Sole Source Intent: The United States Army, Mission Installation Contracting Command (MICC) Yuma Proving Ground, U.S. Army Yuma Proving Ground (USAYPG), Yuma, Arizona, intends to negotiate a firm-fixed price contract on a sole source basis with Baron Services, Inc. at 4930 Research DR NW, Huntsville, Alabama, 35805-5906. Pursuant to the Federal Acquisition Regulation (FAR) 13.106-1 (b)(1)(i), The Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. This U.S. Army Cold Regions Test Center (CRTC) requirement is for the annual maintenance and calibration to be conducted in order to maintain reliable operation of the weather radar and reduce the mean time between failures. The X-band polar weather radar is utilized when needing to observe and track precipitation in the local area, which assists greatly with notifying of where the heavier precipitation is occurring and where it is tracking, allowing CRTC meteorologists to give short-term forecasts of what the precipitation is expected to do based on the latest trends. The national weather service nexrad weather radar near Fairbanks, Alaska ends up having the beam about 2 miles up over the area, which misses most of our snowfalls as they normally occur in the lower levels and are below the 2 miles above ground level. CRTC requires experienced engineers or designers to verify the weather radar is performing as it should be based on installed initial specifications and operational parameters. Therefore, Baron Systems, Inc. (small business) is the only source capable of providing the maintenance and calibration for the X-band polar weather radar. This requirement will be procured using the acquisition procedures in Federal Acquisition Regulation (FAR) part 13 Simplified Acquisition Procedures and in accordance with FAR Part 12 Acquisition of Commercial Items. The North American Classification System (NAICS) code is 811219 - with a size standard of $22 million. The resultant contract will contain an overall period of performance for five years with a base period of one year and four one-year option periods. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. In order to protect proprietary information and prevent the unintentional releasing of guarded information all interested firms must conduct their own research regarding the specifications of the above listed requirement.
