  Invitation for Bids Date: 5 January 2022 Loan No. and Title: 3762-VIE: Northern Mountain Provinces Transport Connectivity Project  Contract No. and Title: CW-06: Construction of road sections from Km107+757 to Km120+600 and from Km137+040 to Km 137+960 (Link Lai Chau to NB-LC Expressway) Deadline for Submission of Bids: 12 February 2022, 9:00 AM (local time) 1.    The Social Republic of Vietnam has received financing from the Asian Development Bank toward the cost of the Northern Mountain Provinces Transport Connectivity Project, and it intends to apply part of the proceeds towards payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.  2.    The Project Management Unit 2 under Ministry of Transport (the “Employer”) invites e-bids from eligible Bidders for the Construction of road sections from Km107+757 to Km120+600 and from Km137+040 to Km 137+960 (Link Lai Chau to NB-LC Expressway) (the “Works”).   The scope of works for this contract package CW-06 consists of the upgrading and newly construction of mountainous road grade III, comprising:   ●     Road Section 1: Km107+757 to Km120+600, including (i) road section from Km107+757 to Km117+000: upgrading existing National Highway No.32, section from Km388+339 Km398+042), and (ii) road section from Km117+000 to Km120+600: new construction of 3.599 km ●     Road Section 2: Km137+040 to Km137+960, connecting National Highway No. 32 at Km117+000 to Ban Giang commune, Tam Duong district; and  ●     New construction of: (a) Nam Dich bridge at Km117+670 with total length of 43.6m, (b) Nam Mu bridge at Km119+873 with total length of 272.6 m, and (c) a new bridge at Km137+500 with total length of 100m.  3.     National Competitive Bidding will be conducted in accordance with Single-Stage: OneEnvelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.  4.     Only eligible Bidders with the following key qualifications should participate in this bidding:  Financial qualifications: ●     For single entity, minimum Average Annual Construction Turnover (AACT) of VND 216,000,000,000 within the last three (3) years (2018 – 2020). ●     For joint venture, one partner must meet minimum AACT of VND 86,400,000,000; each partner must meet minimum AACT of VND54,000,000,000; and the combined AACT of all joint venture members must meet the minimum AACT of VND216,000,000,000 within the last three (3) years (2018 – 2020). ●     For single entity, the Bidder must demonstrate that its financial resources, less the financial obligations for current contract commitments meet or exceed VND27,000,000,000. ●     For joint venture, one partner must demonstrate that its financial resources, less the financial obligations for current contract commitments meet or exceed VND10,800,000,000; each partner in the joint venture must demonstrate its financial resources, less the obligations for current contract commitments meet or exceed VND 6,750,000,000; and the combined financial resources of the joint venture, less the obligations for current contract commitments meet or exceed VND27,000,000,000.  Construction Experience ●     Experience of contract similar size and nature: Participation in at least one (1) contract that has been successfully or substantially completed within the last five (5) years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds VND216,000,000,000. ●     Bidder must demonstrate its construction experience in the following key activities:--    Performed at least 45,000m 3 of rock excavation. o Construction of reinforced concrete retaining wall with minimum length of 50m and minimum height of 4m in one (1) contract. o Construction of prestressed concrete girders bridges with minimum total length of 300m and minimum girders span of 25m.--    Performed at least one (1) contract for survey and design for Slope protection works; Having experiences in preparation (at least one (1) contract) of construction drawings for road and bridge works.   The qualification criteria are more completely described in the Bidding Documents. In case of any discrepancy between this IFB and the Bidding Document, the latter will prevail.   5.     A complete set of bidding documents in Vietnamese is freely available on Vietnam National e-Procurement System (www.muasamcong.mpi.gov.vn) until 12 February 2022.  6.     e-Bids must be submitted via Vietnam National e-Procurement System on or before 12 February 2022; Time 9:00 AM. Late bids will not be accepted.
