  Invitation for Bids- Rebidding Date: 15 December 2021 Loan No. and Title: 53067-IND: Himachal Pradesh Rural Drinking Water Improvement Project Contract No. and Title: CW-MZ02: Design, Build including Civil works and Operation and Maintenance for 5 years of Rural Water Supply Scheme at District Mandi (Package-1) Deadline for Submission of Bids: 11 January 2022, 15:00 hours (IST) 1.     India (hereinafter called “Borrower) has applied for financing from the Asian Development Bank (ADB) toward the cost of Himachal Pradesh Rural Drinking Water Improvement Project. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.  2.     The Jal Shakti Vibhag, Mandi Himachal Pradesh, India on the behalf of Government of Himachal Pradesh (“the Employer”) invites sealed Bids from eligible Bidders for the design, execution, completion and operation and maintenance for a period of five years of CWMZ02: Civil works (WS)- District Mandi (Package-1) under package named above.   3.     Open Competitive Bidding (National Advertisement) will be conducted in accordance with ADB’s Single-Stage: Two Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.  4.     Only eligible Bidders with the following key qualifications should participate in this bidding:  ●     Minimum average annual construction turnover of INR 710 million calculated as total certified payments received for contracts in progress or completed, within the last three (3) years. ●     As a minimum, the Bidder’s net worth for each of the last three (3) years, calculated as the difference between total assets and total liabilities, should be positive. ●     Participation, as a contractor, Joint Venture partner, or Subcontractor, in at least one (1) contract that has been successfully or substantially completed within the last seven (7) financial years and that is similar to the proposed contract, where the value of the Bidder’s participation exceeds INR 747 million OR Participation, as a contractor, Joint Venture partner, or Subcontractor, in at least two (2) contracts that has been successfully or substantially completed within the last seven (7) financial years and that is similar to the proposed contract, where the value of the Bidder’s participation exceeds INR 468 million.  Further details are indicated in the ‘Section 3 – Evaluation and Qualification Criteria’ of the Bidding Document. 5.     To obtain further information and inspect the Bidding Document, Bidders should contact:  Er. The Bidding Documents shall be available for download (free of charge) immediately after online release until before bid submission deadline.  7.     At the time of bid submission, Bidders have to pay a non-refundable fee of INR 2500. The payment of bid submission fee shall be made online through Debit/Credit card, Net banking or NEFT receipt through the payment gateway provided on the portal. The payment shall be made on or before the due date and time for bid submission, failing which the bids will be declared as incomplete and liable for rejection.  8.     Deliver your bid(s) through online bidding system e-Tendering at https://hptenders.gov.in/nicgep/app on or before the deadline: 11 January 2022 at 15:00 hours IST together with a Bid Security as described in the Bidding Document.  Bids will be opened on 11 January 2022 at 15:30 hours IST in the presence of Bidders’ representatives who choose to attend.  9.     A pre-Bid meeting will be conducted by the Employer at 15:00 hours IST on 21 December 2021 at the office of the Project Director cum Chief Engineer as stated above.   If a Bidder is unable to participate/travel for pre-bid meeting due to travel restrictions caused by COVID-19, the Employer will connect through video conference.
