Notice of Intent to Sole Source – Cybersecurity Challenges and Curriculum

The Cybersecurity and Infrastructure Security Agency (CISA), Office of the Chief Learning Officer (OCLO) announces its intention to negotiate and issue a sole source award to University Enterprises Corporation (UEC) at California State University, San Bernardino (CSUSB) to procure NICE Challenge Project (NCP) content. Services are required to obtain specialized expertise to assist in continuing to develop NCP content and curriculum for colleges, universities, and other higher education institutions.  UEC at CSUSB is uniquely qualified to provide the required services in the attached statement of work.

CISA intends to negotiate this requirement under the authority of FAR 6.302-1 and 41 U.S.C. 253(c)1. The sole source procurement will be awarded as a simplified acquisition in accordance with FAR Subpart 13 procedures. Interested persons may identify their interest and submit a capability statement demonstrating their ability to meet this requirement.  Interested vendors shall be a not-for-profit organization.

This notice of intent is not a request for competitive quotations; however, responses received within 15 business days of the issuance of this notice will be considered by the government.  A determination by the government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government.  Any quotation/response must be in writing and can be sent via email to Contracting Officer, Kerri Williams ([email protected]) and the Contract Specialist, Alana Nweke ([email protected]) no later than July 29, 2021 at 10:00 a.m. EST. No phone calls will be accepted.
