Description
The Procurement Division is seeking Air Operators interested in the provision of Dedicated Global Air Ambulance Services using long range aircraft, to be used in support of the United Nations in the Asia/ Pacific Region and/or worldwide, as needed. In the event that a solicitation exercise will be issued for this requirement, the full details of the requirements will be included in the solicitation documents. Summary of Requirement: The United Nations seeks capacity for the provision of Dedicated Global Air Ambulance Services using long range aircraft, to be used in support of the United Nations, in the Asia/ Pacific Region and/or worldwide, as needed. The dedicated services may be based in Dubai or Singapore as an operating base. Interested Air Operators must be able to provide the following services: • Air Ambulance services and COVID-19 Medevac in support of the United Nations. The Aircraft must be appropriately equipped and certified to perform air ambulance operations as per the industry standards (medical equipment and personnel), and shall be performed for the United Nations and to locations designated by the United Nations. • Alternately, the aircraft may be used for passenger carriage, VIP or combination of both Medevac and passenger services, on behalf of the United Nations. Specialized Medical Equipment and Aeromedical Evacuation Team (AMET) must be available to carry all types of patients (including carriage of COVID-19 patients). Technical Specifications: • Operator shall have sufficient flight, cabin and medical crew to be available to operate on 24/7 basis. • Aircraft should have full lavatory facilities. • Aircraft and crew must be certified for RVSM operations, if applicable. • Multi Engine, Extra Long Range Jet capable of flying transatlantic and transpacific routes (ex. Yangon to Nairobi) with none or one technical stop. • High altitude, Hot weather and Heavy operations capable. • Aircraft capable of day/night VFR and IFR (all weather operations). • All dangerous goods transported by air must be carried in compliance with ICAO Doc 9284. Typical Dangerous Goods include fuel, compressed gases, medical supplies, batteries and ammunition. • The Carrier is required to be self-sufficient when tasked outside of the UN Mission area. Carriers are required to have the back office capability to secure and pay for their own over-flight and landing permits, ground handling, Jet-A1 fuel and crew accommodation in/out of mission area flights. • When required, Field self-start capability (APU or Portable GPU) and capability to independently operate all systems and subsystems of the aircraft (i.e. cargo door, ramp, stairs etc.), if applicable.
