In the coming years, the metro company will face a major task in ensuring increased passenger growth. The goal is just over 175 million. travel by Metro in 2025. The high number of trips will make the Metro the most widespread form of public transport in the capital.
In order to achieve the high number of journeys, Metroselskabet must realize high growth. Work on this has been further delayed as a result of the Corona pandemic.
With the company's ambitious growth targets and the Corona pandemic's consequences for passenger numbers, a major task lies in achieving these growth targets.
The fulfillment of these goals must be supported through a marketing and communication effort that in the coming years will help the company, among other things. by increasing awareness of the Metro and its benefits.
Metroselskabet has an expectation of using the Supplier for the following services as part of a new framework agreement for 2022-2026:
• Strategic advice in connection with marketing, branding, PR and communication
• Creative campaign and concept development at both strategic and tactical level
• Execution of campaigns in collaboration with media agency
• Production of advertising and creative assets
• Development and execution of events
• Ongoing collection of experience and evaluation

The contracting authority intends to invite 5 candidates to submit tenders among the candidates who meet the minimum requirements in the tender notice part. III and has submitted a completed, dated and signed European Standard Procurement Document (ESPD). The selection of applicants will take place among the companies that have the necessary capacity to carry out the tendered task. If more than 5 applicants meet the client's requirements for suitability, the contracting authority selects the 5 applicants who are deemed to be best suited to solve tasks of the type in question. The selection will be made on the basis of an assessment of the most relevant references within the last 3 years in relation to the tendered task, cf. the contracting authority's description in sections II.1.4 and II.2.4. In connection with the assessment of the applicants' suitability to take on the task, "relevant cases / references" will be understood by the contracting authority as being references that are comparable to the task offered in nature and scope, including in particular references that demonstrate integrated campaigns, development and execution. across platforms and channels, behavior change. The applicant is therefore encouraged to describe in ESPD Part V why the specified references are comparable to the services offered.
Section III: Legal, economic, financial and technical information

If the application comes from a consortium, the above information must be submitted for each participant in the consortium. If the application is based on the economic and financial capacity of a third party (eg parent company or subcontractor), the third party must complete ESPD Part II (A and B only), Part III, Part IV.B, Part V and sign Part IV. A signed ESPD will be considered a declaration of availability by a third party.
Documentation: Metroselskabet reserves the right to request annual reports upon request. The potentially selected applicants must document the information on economic and financial capacity before the final selection of applicants is made by Metroselskabet. If the applicant as tenderer is finally awarded the contract, a third party must sign a surety bond in relation to fulfillment of the contract.
There must not be a significant risk in the contracting authority's assessment that the applicant's existence ceases during the term of the contract.
The application must be accompanied by information on the applicant's comparable references (cases) carried out within the last three (3) years of ESPD Part IV.C. Applicant may attach the references to ESPD if applicant prefers this. The metro company wants a maximum of two (2) references (cases) in total per. application. The references must contain a description of the service, start and end date and recipients (customer). The submitted cases must show integrated campaigns that demonstrate that the applicant masters developing and executing across platforms and channels.
A reference (case) must show / demonstrate that they are able to collaborate with complex organizations that navigate a political stakeholder landscape. A reference (case) must demonstrate that the applicant has worked with behavior change and must be able to demonstrate a positive result.
Applicant must submit a completed, dated and signed ESPD, including necessary declarations in the application. The applicant must complete ESPD Part II, III and V, including date and sign ESPD Part VI.
If the applicant is a consortium, the above information must be completed in separate ESPDs for each participant in the consortium. If the application is based on a third party (eg parent company or subcontractor), third parties must flow out ESPD part II (only A and B), III and V, including dates and sign ESPD part VI. The application must be submitted via www.byggeprojekt.dk
The contracting authority may at any time during the tender procedure require the tenderer to provide evidence that there is no basis for exclusion and that the minimum requirements for suitability have been met when this is necessary for the procedure to be carried out correctly.

Pursuant to Act no. 593 of 2.6.2016 on the Complaints Board for Tenders, the following deadlines apply for the execution of tenders: - complaints about not being selected must be submitted to the Complaints Board for Tenders within 20 calendar days from the day after sending notification to those affected applicants as to who has been selected, cf. § 7, para. 1, in accordance with Act no. 593 of 2.6.2016 on the Complaints Board for Tenders - other complaints about the tender must be submitted to the Complaints Board no later than 45 calendar days after the contractor has published an executive order in Official. Official Journal of the European Union stating that the contracting party has concluded a contract. The time limit is calculated from the day after the day on which the executive order is published, cf. § 7, para. 2.1, in accordance with Act no. 593 of 2.6.2016 on the Complaints Board for Tenders. At the latest at the time when a complaint is submitted to the Complaints Board for the procurement, the complainant must notify the author in writing that the complaint has been submitted to the Complaints Board for procurement and whether the complaint has been submitted during the standstill period. , cf. § 3 pieces. 1, in accordance with Act no. 593 of 2.6.2016 on the Procurement Appeals Board.
