This notice supplements previously published notices from Achilles Information A/S regarding Ørsted Group'suse of the Utilities NCE qualification system that Achilles administer. This notice is published on a voluntary basis in order to increase transparency and knowledge about the contracting entities mentioned in Section I and VI.3's purchases in EU tender procedures. Further to this notice, the contracting entities mentioned in Section I and VI.3 refer to 3 notices from Ørsted Services A/S published on behalf of the contracting entities mentioned in Section I and VI.3 of that notice.
This notice relates specifically to Ørsted projects in the Ørsted Offshore and Onshore Wind Power division. The contracting entities in Section I and VI.3 of this notice might use the UNCE qualification system for procurement of construction works, services and goods for construction, operation and repairs of wind farms. This notice relates to services. For further information see also Section VI.3.
Achilles Utilities NCE is of indefinite duration, but supplier information must be updated annually. Suppliers already qualified on Achilles Utilities NCE will be reminded to renew before the qualification period expires. The annual qualification fee is ranging from 160 EUR to 700 EUR payable in advance. Suppliers can update their information during the qualification period.
Section III: Legal, economic, financial and technical information
Suppliers may apply for qualification at any time. To apply the suppliers must complete an order form and pay in advance an annual qualification fee ranging from 160 EUR to 700 EUR. The order form with qualification requirements can be obtained here https://bit.ly/2XeMyv4. To qualify the suppliers must complete an online questionnaire covering detailed information about their company. Ørsted encourages the suppliers to submit an ESPD to Achilles via Achilles Utilities NCE, since an ESPD will be required in most of Ørsted’s tenders. Basic commercial requirements must be satisfied. Some buying organizations may have individual requirements in addition to the basic requirements. The suppliers can therefore be asked to answer customer-specific questions related to the qualification. Achilles Utilities NCE is open to manufacturers or distributors doing business directly with the buyer. The bidders lists will be based on suppliers that have passed the initial qualification.

This notice relates specifically to Ørsted projects in the Ørsted Offshore and Onshore Wind Power division. Ørsted Entities might use the UNCE qualification system for procurement of construction works, services and goods for construction, operation and repairs of wind farms. UNCE qualification system can be used for all categories of contracts relevant for the wind farms. Without limiting Ørsted Entities' legal rights to use UNCE qualification system for other types of contracts, such contracts includes but not limited to the cables, turbines, foundations, electrical systems, installation vessels, substations, SCADA systems, communication systems, repairs, spare parts, consultancy services related to wind farms, IT systems, engineering services, certification services. Further, all types of administrative services inclusive but not limited to procurement services, legal services, accounting services and goods relevant for the group functions can be purchased through the UNCE qualification system. This also includes but is not limited to IT services, management consultancy, facility management, auditing, travel and accommodation.
Ørsted Entities will carry out tenders in UNCE qualification systems related to wind farms without further prior publication in TED and encourages any interested suppliers to register in UNCE qualification system. Ørsted Entities reserves the right to carry out tender procedures by other means i.e. by use of more specific qualification systems published by Ørsted or by use of contract notices in TED.
The CPV-codes referred to in this notice are examples of the works, services and goods that can be purchased through UNCE. These CPV-codes apply in parallel to the CPV-codes stated in previous notices from Achilles and Ørsted.
"Ørsted Group" means those undertakings in which Ørsted A/S, directly or indirectly:
(i) owns 50 per cent or more of the capital or business assets;
(ii) has the right to exercise 50 per cent or more of the voting rights;
iii) has the right to appoint 50 percent or more of the members of the supervisory board,the administrative board or bodies legally representing the undertakings; or
(iv) has the right to manage the undertakings' affairs. Furthermore, “Ørsted Group” also means those undertakings in which undertakings as referred to in (i) –(iv)jointly have the rights or powers listed in (i)- (iv).
The Ørsted Group establish on an ongoing basis new companies in connection with its activities especially within the division working with wind power. New companies that fulfil the definition above will also be contracting entities under the agreement, as long as the new companies' activities are within the usual activities of the Ørsted Group. This includes but are not limited to activities relevant for the Ørsted wind power division which are developing, building and operating wind farms in Europe. New companies are especially (but not exclusively) established in connection with the development, building or operation of new offshore wind farms.
The laws of Denmark govern Ørsted Entities' use of the UNCE qualification systems and any legal disputearising out of or relating to the use of the qualification system. Any dispute arising out of or in connection withØrsted Group's use of this qualification system should be brought before the Danish Complaints Board for Public Procurement.
