REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANT SERVICES – SELECTION OF FIRMS) Country: IRAQ Project name: Reconstruction of Hawija Technical Institute Sector: Higher Education and Scientific Research, TVET Sub-Sector Consulting Services: Design Review and Supervision Consultant Mode of Financing: Installment Sale Financing No.: IRQ1050          The Reconstruction Fund for Areas Affected by Terroristic Operations- Iraq has received a financing from the Islamic Development Bank toward the cost of the Reconstruction of Hawija Technical Institute and intends to apply part of the proceeds for consultant services.           The service includes review of detailed engineering and validation, preparation of the Environmental and Social Management Plan, supervision of the construction works and coordination of the supply and installation of the laboratories and workshop equipment. Specifically, the key scope of service includes. Review and validation of detailed engineering designs prepared by local design institutions Preparation of technical specifications for inclusion into tender documents Preparation of Environment and Social Management Plan framework Construction supervision and contracts management based on the FIDIC or similar international standards, including ESMP monitoring Preparation and approval of Interim-Payment and Final Certificates Coordinating provisional handing over, including ensuring availability of necessary O&M manuals and training the staffs- to be delivered by the contractor under supervision of the consultant.   Management of defects liability period, final handing over and contracts closure Coordinate supply and installation of Furniture and Equipment component activities   The Consultant service expected to start in June 2022 and last approximately 3 years, with intermittent input from the Consultant’s key experts. The Consultant at all times would maintain sufficient site-based staff, with clear allocation of duties, to supervise day-to-day construction of the works.   The Reconstruction Fund for Areas Affected by Terroristic Operations (REFAATO) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).   The short-listing criteria are: the Consultant conforms with IsDB eligibility rules; the Consultant is expected to have wide work experience in the field of design preparation and construction supervision of infrastructure projects in social sector the Consultant’s experience of managing at least two projects of a similar nature and complexity comparable to the required services, implemented satisfactorily within the last 5 years The Consultant should have experience in IsDB or other similar MDB funded projects with proven knowledge of FIDIC based and/or IsDB conditions of contract management. the Consultant shall be free from conflicts of interest that give rise to a competitive advantage. Key Experts will not be evaluated at the shortlisting stage.   The attention of interested Consultants is drawn to Paragraphs, 1.23, and 1.24 of the Guidelines for Procurement of Consultant Services under Islamic Development Bank Project Financing (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest.    Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy.
