                                                                                     REQUEST FOR EXPRESSIONS OF INTEREST (FIRM CONSULTANCY SERVICES)   ZIMBABWE   Tax and Accountability Enhancement Project (TAEP).   CONSULTANCY SERVICES (FIRM): DEVELOPMENT OF THE STRATEGIC PLAN FOR THE PARLIAMENTARY TRAINING ACADEMY (PTA) FOR ZIMBABWE   Sector: Governance | Financing Agreement reference: 21 00 155040633 | Project ID No.: P-ZW-KF0-012   The Government Zimbabwe received financing from the African Development Fund (ADF), to finance the Tax and Accountability Enhancement Project (TAEP), and intends to apply part of the agreed amount of this grant to payments under the contract for a consultancy firm to facilitate the, “ Development of the Strategic Plan for the Parliamentary Training Academy (PTA) for Zimbabwe.” The services included under this project are; (i) Hold inception meetings with members of the Liaison and Coordination Committee (LCC) and Senior Members of staff of Parliament where a report outlining the consulting firm or individual’s understanding of the task and the proposed methodology to undertake it will be reviewed; (ii) Carry out stakeholder mapping and analysis and situation analysis of PTA’s operations to date. (iii) Facilitate a two (2) day strategic planning workshop through a consultative process, identify focus area and develop strategic objectives and key result areas for the same; (iv) Propose a strategy for achieving the PTA’s strategic objectives and key results; (v) Develop a Results and Resources Framework for the planned period; (vi) Develop a Risk Matrix; (vii) Develop a Resource Mobilisation Strategy for the PTA; (viii) Develop an implementation plan for the PTA; (ix) Hold a workshop to validate the draft Strategic Plan, the name, legal status and governance structure (organogram) for the PTA; (x) Finalise and submit the Strategic Plan and structure (organogram) of the PTA Parliament; (xi) Carry out a comprehensive job analysis with a view to establishing job descriptions for key jobs on the governance structure/organogram; (xii) Carry out a job evaluation exercise with a view to coming up with a grading system for all the jobs. The assignment requires a registered consultancy firm, with prior experience in carrying out strategic planning, job analysis, job evaluation and facilitating trainings. The firm must have a good understanding of issues to do with organisational development, organisational design, strategic planning, job analysis, and job evaluation and be able to make relevant recommendations for appropriate action and to produce scientific reports. The estimated period of execution is 20 days.   The Parliament of Zimbabwe now invites eligible consultancy firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the task (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff- company profile, company registration certificates, etc.). The assignment requires a consultancy firm with proven experience in setting up reputable training institutions or training academies either locally, regionally or internationally. Consultants may constitute joint-ventures to enhance their chances of qualification.   Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” October 2015, which is available on the Bank’s website at http://www.afdb.org.
