INTRODUCTION

The 136th Mission Support Contracting Office is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for digital billboard advertising services.

The purpose of this sources sought notice is to gain knowledge of qualified contractors and their socio-economic size status under the associated North American Industry Classification System (NAICS) of 541850. The responses to this notice will aid in determining the appropriate acquisition approach for this requirement. The Government may request additional information if determined necessary.

PLACE OF PERFORMANCE

The principal place of performance includes digital billboards in high vehicle traffic areas within the following major markets in the state of Texas:  Dallas/Fort Worth; El Paso; Houston; San Antonio.

BACKGROUND

The Texas Air National Guard (TXANG) has a need to effectively advertise in major markets in order to achieve the best return on investment in a relatively short period of time. It has been determined that the use of digital, rotary style, billboard advertising in major market areas is a desirable way to pursue this goal.

REQUIRED CAPABILITIES

The contractor must be capable of providing, at a minimum, the deliverables identified below:

Market:  Dallas-Fort Worth, TX

Number of Billboards:  Multiple, in high traffic areas

Billboard Specs:  Digital, 14’x48’

Message Duration:  Minimum of 8 seconds per display rotation preferred

Weekly Impressions:  Minimum of 1,000,000

Period of Performance:  8 weeks

TXANG would like the ability to choose up to 6 messages to be displayed in this market in order to address specific advertising priorities.

Market:  El Paso, TX

Number of Billboards:  Multiple, in high traffic areas

Billboard Size:  14’x48’

Message Duration:  Minimum of 8 seconds per display rotation preferred

Weekly Impressions:  Minimum of 300,000

Period of Performance:  8 weeks

TXANG would like the ability to choose up to 5 messages to be displayed in this market in order to address specific advertising priorities.

Market:  Houston, TX

Number of Billboards:  Multiple, in high traffic areas

Billboard Specs:  Digital, 14’x48’

Message Duration:  Minimum of 8 seconds per display rotation preferred

Weekly Impressions:  Minimum of 500,000

Period of Performance:  8 weeks

Number of Billboards:  Multiple, in high traffic areas

Billboard Specs:  Digital, 14’x48’

Message Duration:  Minimum of 8 seconds per display rotation preferred

Period of Performance:  8 weeks

ELIGIBILITY

Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. The applicable NAICS code for this requirement is 541850 with a Small Business Size Standard of $16.5 million. The Product Service Code is 9905.

ADDITIONAL INFORMATION

The Government anticipates issuing future solicitation(s) on a competitive basis and utilizing a Firm Fixed Price contract type.

All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside of the Government.
