  Invitation for Bids Date: 04 January 2022 Loan No. and Title: 3712 PRC: Hunan Xiangjiang River Watershed Existing Solid Waste Comprehensive Treatment Project Contract No. and Title: E-LS01: Lashan Sanitary Landfill Upgrade Equipment  Deadline for Submission of Bids: 23 February 2022   09:00AM 1.    The People’s Republic of China has received financing from the Asian Development Bank (ADB) toward the cost of Hunan Xiangjiang River Watershed Existing Solid Waste Comprehensive Treatment Project (Loan No.: 3712-PRC), and it intends to apply part of the proceeds of this financing to payments under the Lanshan Sanitary Landfill Upgrade Equipment (Contract No. E-LS01). Bidding is open to bidders from eligible source countries of ADB.  2.    The CNCCC International Tendering Co., Ltd.,  on behalf of Lanshan County Environmental Sanitation Bureau (“the Purchaser”) invites sealed bids from eligible bidders for:  The bidding for the goods procurement is mainly for a new leachate treatment system with a treatment scale of 200t/d and includes three parts: leachate treatment system, landfill gas treatment system and landfill operation equipment. The bidder shall complete the supply, inspection, testing, transportation, insurance, product protection, installation, technical support for commissioning, trial operation, acceptance, technical training as well as all other necessary items and after-sales services for improving the operation of equipment, supporting pipelines, equipment platforms, electrical systems, instruments and automation control systems according to the requirements of this technical specification.  Please refer to Section 6 Schedule of Supply of the Bidding Document for details. All equipment shall be delivered within 100 days after signing the contract, and the equipment commissioning shall be completed within 180 days after signing the contract.  3.    International competitive bidding (ICB) will be conducted in accordance with ADB’s Single-Stage: One-Envelope (1S1E) bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Documents.   4.    Only eligible Bidders with the following key qualifications should participate in this bidding:  1)    The bidder shall have successfully completed at least two (2) supply contracts of Landfill leachate treatment equipment within the last three (3) years (from January 1, 2018 to the bid submission deadline) and has successfully operated for two (2) years or above, among them, each with a contract value of not less than CNY 15million or equivalent in other currency. The bidder should, as a supplier, has at least completed the supply of any two (2) of the three (3) types of equipment: bulldozer, excavator, and sprinkler.   2)    Minimum average annual turnover of CNY 40 million or equivalent in other currency calculated as total payments received by the Bidder for contracts completed or under execution over the last three (3) years (year 2018-2020).  3)    Copies of audited financial statements or other financial statements acceptable to the Purchaser for the last three (3) years (2018-2020) to demonstrate the current soundness of the bidder’s financial position and its prospective long-term profitability. As a minimum, a Bidder’s net worth calculated as the difference between total assets and total liabilities for each of the three years should be positive.   4)    Availability of or access to liquid assets, lines of credit and other finances sufficient to meet cash flow requirement which is CNY 5 million or equivalent in other currency.   5)    All pending claims, claims, arbitration, or other litigation shall represent in total not more than 50% of the Bidder’s net worth.  6)    Domestic entities undertaking installation works (may be a sole bidder, a JV member or a subcontractor) shall have the Grade II qualification for professional contracting of environmental protection engineering issued by the construction administration departments and the valid safe production license.
