https://devbusiness.un.org/content/econsult-assessing-potential-impact-logistics-sector-regulatory-reforms-ethiopia Assignment Description The World Bank, working with the Logistics Transformation Office of the Government of Ethiopia, seeks the services of an experienced consultancy firm to assess the potential impacts of proposed logistics sector regulatory reforms in Ethiopia. The Government of Ethiopia is implementing a potentially transformative logistics sector reform program. It has already taken some important steps, including: in September 2018, opening up investment in logistics services to foreign investment with non-Ethiopians allowed to own up to 49 percent in joint venture arrangements and in 2020 opening up fully to private investment in trucking (vehicle with capacity above 25 tonnes), freight forwarding, and railway transport services. However, further reforms are needed in order to keep pace with a rapid growth in demand for logistics, and the demand for more agile operations. Recognizing the need for further action, the Government of Ethiopia in 2020 adopted a new Transport and Logistics policy that signals an intention to reform the multimodal regulation and FOB directive, but in a phased manner. Given the potential for disruption of the proposed reforms, the World Bank is partnering with the Logistics Transformation Office (LTO) to explore the likely impact of the proposed reforms, and to recommend complementary measures that could be adopted in order to ensure a stable but dynamic logistics sector. The main output would be a set of policy recommendations for the GoE. The proposed work would also contribute to the analytical base for the recently relaunched process to accede to the World Trade Organization (WTO) by identifying reforms that can help reduce the cost and time of trading across borders. The activity builds on the reforms and investments that the GoE has made in recent years in the logistics systems. The Government has signaled an intention to relaxing the restrictions on other operators providing competing services to ESLSE. However, given that there are both benefits and costs associated with the current arrangements, it is important that the policy reforms are accompanied with appropriate technical analysis of their likely impacts. The assignment would cover the potential impacts of opening up the multimodal system to other operators and relaxing the free on board directive. The assignment calls for a firm with deep expertise in international transportation and logistics. The Consultant is free to propose an appropriate team composition for the analyses, but it is likely to require a mix of international and local Consultants with substantial international and developing country experience in strategic logistics assessments. It is anticipated that the consultants core team shall have experts who have significant experience in the fields of (i) logistics and transport modelling, (ii) trade economics, (iii) customs transit and (iv) regulation of transport and logistics.
