To tackle this challenge, Pakistan requires system level upgrade in the quality and credibility of data and evidence collected and analyzed. This can only be achieved on a sustainable basis with improved technical capacity of data management arms of federal and provincial education. To tackle the crisis and improve student learning at scale, countries need to know where they stand on all three of these dimensions practices (or service delivery), policies, and politics. This TORs search for a firm to collects data and enhance capacity of governments on the main drivers of school performance and improve governments plans to enhance EMIS systems.
