Assignment Description   The objective of this consultancy is to provide Technical Assistance to at least two municipal governments in Bolivia in preparing their Climate Action Plans (CAP) and identifying financing instruments to mobilize and diversify urban climate financing, with the aim of transitioning towards low-carbon, climate-smart development. The CAPs shall address the need to reduce GHGs emissions, adapt to climate change impacts and generate broader social, environmental, and economic benefits. Specifically, the TA will be responsible for (i) reviewing/elaborating the baseline diagnostics (GHGs inventory, BAU and mitigation scenarios based on current plans and actions, and the climate risk and vulnerability assessment); and (ii) developing, in close consultation with and collaboration from the municipalities, their CAPs with all their components, including the prioritization of investments and identification of financing instruments for its posterior implementation, involving relevant stakeholders.
