IFC is developing a Global Platform on Resilient Infrastructure, with a view to helping governments to systematically define resilience targets, environmental and other key risks and vulnerabilities and infrastructure pathways designed to make them resilient. This approach is expected to lead to the identification of infrastructure investment opportunities for the IFC. The Global Platform will initially focus on Small Islands and Small States and is currently being piloted in Dominica. This procurement covers the development and application of the methodology in a second country (Barbados) and involves visualization of risks and infrastructure vulnerabilities for the island using GIS and other data; identification of solutions (greenfield and brownfield) to address these vulnerabilities; shortlisting of priority interventions including indicating which would lend themselves to private investment; and development of detailed briefs covering project costs, revenues and risks, which should also be tested with the market to ascertain interest from private investors. ATTACHMENTS: See Optional TOR file under “Attachments” QUALIFICATION CRITERIA: 1.  Provide information showing that they are qualified in the field of the assignment, specifically with expertise in GIS modelling, visualization, portal development, resilient infrastructure solution identification, development of detailed project briefs covering costs, revenues, risks and preconditions, and ability to test the market's appetite for investment..
