https://devbusiness.un.org/content/econsult-mobile-communications-and-training-firm ASSIGNMENT OVERVIEW Assignment Title: 1272219- Mobile Communications and training firm Assignment Countries:- Nigeria ASSIGNMENT DESCRIPTION The WB seeks a firm to support the Livestock Micro Reforms in Agribusiness (L-MIRA) project in the digitization and dissemination of training materials for the socialization of the reforms. Specifically, the firm will convert existing training material into mobile training tools using Interactive Voice Response. Task 1: Develop remote mobile training tools using Interactive Voice Response. The training tools will be developed using training content provided by the L-MIRA Nigeria team. Training content will include feedback mechanism to measure impact. Task 2: Pretest the training materials and incorporate all major and minor changes in the materials. Task 3: Translate final training material to at 3 identified local Nigerian languages. Task 4: Develop and implement a sensitization campaign to create readiness and awareness of the training material and content using both SMS, radio and IVR calls. Task 5: Monitor and evaluate the impact on achieving the training program, including reach of the training Deliverables The firm is expected to meet the following deliverables. All deliverables are to be completed by July 2021. Deliverable 1: Inception report which will contain a draft action plan for the delivery of the tasks (maximum 6 paged power point presentation) Deliverable 2: Draft IVR training tools including quizzes, interactive games, etc. Deliverable 3: Final IVR training tools in English and 3 additional Nigerian languages. This should incorporate all changes and observations made after the pretesting. Deliverable 4: Sensitization completion report including key audiences reached. Deliverable 5: Report on training reach and impact Consultant firm requirements The Consultant will need to demonstrate: At least 5 years of experience in developing remote mobile training tools Experience in advocacy and communications planning; Strategic connections to telecoms to offer special services Experience of working with (and good contacts with) media organizations Demonstrated ability to produce high quality, creative communications materials and proven track record of previous communication achievements; Experience working with international development partners. Qualifications of Team Leader/Key Expert. The key expert is expected to spearhead the activities and coordinate the training of the stakeholders on the use of the communication tools. He/She will also be responsible for providing reports to the IFC team on the progress of the activities. The Team Lead shall be required to hold a minimum of a Masters degree in Public Relations, Communications, Journalism, International Relations/Public Affairs or relevant field. A minimum of 8 years relevant experience A minimum of 3 years of experience in the development of IVR and mobile training tools Knowledge of communications approaches, tools and methodologies useful in planning, executing, and monitoring communications strategies e.g. media operations, graphics design, opinion research, audience outreach and message targeting A well-developed network of media contacts with key media outlets Proven track record of executing high impact communications projects FUNDING SOURCE The World Bank Group intends to finance the assignment / services described below under the following:- BANK BUDGET- Livestock- West Africa Micro Reforms in Agribusinesses ELIGIBILITY Eligibility restrictions apply: [Please type list of restrictions] INDIVIDUAL / FIRM PROFILE The consultant will be a firm.
