ASSIGNMENT OVERVIEW Assignment Title: 1278634- National Data Survey Update and Stage I Strategy and Plan Assignment Countries:- Malaysia ASSIGNMENT DESCRIPTION The objectives are to 1) collect, assemble and update national and sector level HFC consumption (imported, used, banked) data from enterprises, government authorities, and others, needed to calculate a robust and representative starting point for aggregate HFC consumption reductions and to determine which industries and sector(s) will be prioritized under the first phasedown plan, 2) develop an HFC phasedown document including review of and recommendations for policies and priority sector(s), a strategy for the country and stakeholders, and action plan that is complementary and fully coordinated with the forthcoming Stage III HCFC phaseout management plan. The HFC phasedown plan will propose needed investment, policy, and TA interventions for achieving sustainable HFC consumption reductions for Montreal Protocol compliance that at the same time promote growth of Malaysia's economy and industry, development of its labor force and enhancement of climate mitigation action. SUBMISSION REQUIREMENTS The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications. No debrief will be provided to firms which have not been shortlisted. f you encounter technical difficulties while uploading documents, please send an e-mail to the Help Desk at [email protected].   Attachments Optional TOR File   Qualification Criteria   1.  Experienced team leaders with minimum five years experience in leading data survey and collection in Malaysia, in consultations with the public and private sector, and data and policy analysis  * 2.  Composition of team members (educational background and work experience in Malaysia that are relevant to the assignment per the TOR) with ability to travel and consult within Malaysia.  * 3.  Firms experience in conducting industry survey with an emphasis on enterprises and sectors that utilize or have utilized Montreal Protocol controlled substances and their substitutes  * 4.  Firms experience on Montreal Protocol Multilateral Fund financed activities/projects (at least 3) and specifically in developing phase-down strategy options/recommendations for Montreal Protocol controlled substances in Malaysia, particularly for HFCs  * 5.  Demonstrated and extensive knowledge of regulation, rules and procedures pertaining to ozone depleting and other Montreal Protocol controlled substances in Malaysia as well as good understanding of the Montreal Protocol and its Multilateral Fund  * *- Mandatory       Electronic Submissions through World Bank Group eConsultant2 https://wbgeconsult2.worldbank.org/wbgec/index.html   This is an announcement from the World Bank's e-Consultant2 system.
